TITLE: P&C Coordinator (Talents & Learning)
TEAM/PROGRAMME: Human Resources
LOCATION: Head Office, Yangon

GRADE: NAT-4
CONTRACT LENGTH: Fixed Term
CHILD SAFEGUARDING:
Level 1: the post holder will not have contact with children and/or young people, or access to personal data about children or young people, as part of their work; therefore, a police check will not be mandatory for this post unless the content of the post changes, in which case the Child Safeguarding level should be reviewed.
ROLE PURPOSE:
Under the supervision of the People & Culture Manager, the Talent & Learning Coordinator is responsible for coordinating and implementing the Country Office's talent development, learning and performance management initiatives. The role supports the design, delivery, and monitoring of learning programs, talent development activities, performance management processes, staff engagement initiatives, efforts to build organizational capability and foster a culture of continuous learning, accountability, and high performance.

KEY AREAS OF ACCOUNTABILITY:
Learning and Development
- Coordinate with the manager and implement the Country Office Learning & Development Strategy and annual learning plan.
- Conduct learning needs assessments and support people managers in identifying individual and departmental development needs.
- Coordinate internal and external training opportunities, including logistics, communications, participant management, and evaluations.
- Implement the annual People & Culture Development plan, ensure training expenses are in line with the annual P&CD budget, and monitor regularly.
- Maintain and monitor staff development plans and ensure alignment with organizational priorities.
- Cooperate with managers to identify training design and implementation of training, as required.
- Resource mapping, identify and research qualified trainers, methods, consultants for provision on relevant training for staff.
- Support the design, development, and delivery of internal learning programs, including leadership, management, mandatory, and functional training.
- Support in consulting contracts, recruitment processes and procurement documentation related to learning activities in compliance with organizational policies.
- Develop and conduct training on Save the Children People & Culture policies and practices.
- Maintain staff development training records and report regularly. Monitor training participation, learning effectiveness, and maintain accurate learning records and dashboards.
- Support budget monitoring and utilization tracking for learning and development activities.
- Guide staff and managers on application processes for development opportunities and ensure compliance with staff development policies.
- Support learning initiatives during emergency responses and ensure learning needs are integrated into emergency workforce planning.
Develop to Perform (D2P)
- Ensure that the annual Develop to Perform process is effectively utilized and coordinate that all programme understand and undertake the process fully and effectively regularly.
- Implement Develop to Perform process regularly and provide technical support to people managers to facilitate their subordinates’ performance.
- Ensure that annual goals settings quarterly performance reviews are recorded in the system.
- Deliver Develop to Perform training to new staff and yearly refresher training as per D2P annual cycle.
- Assist managers with Performance Improvement Plans and development interventions for underperforming employees.
- Identify opportunities to streamline and improve performance management processes and employee experience.

Induction and probationary
- Implement effective induction programme and ensure mandatory courses are completed for all new staff.
- Work with the P&C focal and Managers to ensure that the programme induction plan/process is maintained and delivered as standard guideline.
- Make sure induction documents are received, and probation reviews are carried out within the timelines.
- Ensure data completion in the trackers for reporting in monthly meetings and quarterly KPIs.
- Continuously improve induction content to align with global standards and local operational requirements.
Staff engagement
- Coordinate employee engagement initiatives and support implementation of employee recognition and appreciation programs.
- Facilitate staff representative initiatives, elections, orientation sessions, and employee forums.
- Support the implementation of SCI One Culture initiatives, Diversity, Equity & Inclusion (DEI) activities, and culture-building programs.
- Support Wellbeing Champions initiatives and employee wellbeing programs, including awareness sessions and wellness campaigns.
- Assist in analyzing staff feedback and employee survey results and recommend improvement actions.
Communications
- Maintain confidentiality on human resource matters.
- Coordinate field visits and provide technical support to area offices on talent and learning initiatives.
- Coordinate with Regional and other external partners on People & Culture trainings and development.
- Support in providing trainings to ensure that all staff understand child rights programming and take steps to counter discrimination against children.
Others
- Comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies.
- Any other tasks as assigned.
Child Safeguarding Responsibilities:
- To ensure full understanding of the provisions of the Child Safeguarding Policy, the Code of Conduct, and Local/Country Procedures.
- Conduct following the rules of the Child Safeguarding Policy, in both personal and professional lives – which includes reporting suspicions of child abuse.
- Promote the message of child safeguarding to colleagues in other organizations and government ministries, children in their own and beneficiary families, and community members in general.
- Be vigilant about observing possible child abuse/harm in both personal and professional lives.

EXPERIENCE AND SKILLS:
- 4 years’ professional working experience in Learning and Development sector, with international organizations preferable.
- Bachelor's degree in relevant/specific field.
- Strong presentation skills.
- Ability to design and deliver the trainings/orientation program.
- Strong communications skills, including English language proficiency in both written and verbal.
- Familiar with e-learning platforms and practices.
- Proven team working ability.
- Computer proficiency in word processing, PowerPoint presentation, excel analysis and dashboard creation.
- Commitment to and understandings of Save the Children’s aims, values, and principles.
- A commitment to children’s rights, children’s participation, and non-discrimination.
