People & Culture Officer (Generalist)

TEAM/PROGRAMME:
LOCATION: Yangon, Head Office

Number of Positions: 2
GRADE: NAT 4
CONTRACT LENGTH: Fixed Term

CHILD SAFEGUARDING:

  • Level 1: The role holder will not have contact with children and/or young people, or access to personal data about children or young people, as part of their work; therefore, a police check will not be mandatory unless the content or location of the role changes, in which case the Child Safeguarding level will be reviewed.

ROLE PURPOSE:

The People & Culture Officer is responsible for supporting the full spectrum of P&C functions, ensuring smooth and compliant P&C operations across the organization.

This role covers recruitment, onboarding, learning and development coordination, performance management support, HR information systems, employee relations assistance, compliance, vetting checks, and general P&C administration. The position ensures all HR processes align with organizational policies, safeguarding protocols, and legal standards, while delivering high-quality support to staff and managers.

SCOPE OF ROLE:

  • Reports to: People & Culture Manager
  • Staff reporting to this post: None
  • Budget Responsibilities: No financial approval
  • Role Dimensions: Regular contact of basic factual information

KEY AREAS OF ACCOUNTABILITY:

A. Recruitment, Onboarding & Workforce Deployment

  • Manage end-to-end recruitment for national staff (designated area), consultants, and volunteers in line with HR policies, safer recruitment standards, and organizational approvals.
  • Review hiring requests, job descriptions, budget availability, and required approvals prior to initiating recruitment.
  • Coordinate vacancy advertising, longlisting, shortlisting, interview scheduling, reference checks, vetting, and participation in interview panels as required.
  • Prepare recruitment plans with hiring managers, maintain recruitment trackers and KPIs, and ensure timely communication with successful and unsuccessful candidates.
  • Support rapid recruitment and deployment of staff and volunteers during emergency responses in close coordination with line managers and Operations.
  • Prepare job offers, contracts, onboarding documentation, and coordinate induction processes, including mandatory training completion and probation follow-up.

B. Learning, Performance & Capacity Development Support

  • Coordinate induction and mandatory learning processes in collaboration with the L&D Specialist and field HR focal points.
  • Monitor and follow up on mid-year and annual performance review submissions.
  • Support capacity building of field HR focal points on induction, performance management, and learning processes.

C. HR Operations, Payroll & Systems Administration

  • Maintain accurate, complete, and confidential personnel records (hard copy and electronic platforms, including SharePoint).
  • Process staff lifecycle actions including contract renewals, extensions, transfers, offboarding, termination, and system updates.
  • Coordinate monthly timesheet submissions, follow up on missing entries, and ensure timely approvals.
  • Conduct monthly leave reconciliation across all leave types, aligning HRIS and Finance data, and report discrepancies to the relevant focal point.
  • Support payroll preparation by providing accurate and timely HR data to Finance and payroll Officer.
  • Prepare HR correspondence, letters, notices, and provide HRIS support and guidance to staff and field HR focal points.
  • Support partner HR compliance processes, including assessments, kick-off meetings, and capacity building where required.

D. Vetting, Safeguarding & Compliance

  • Conduct vetting, reference checks, and safeguarding clearances for new hires and existing staff, liaising with regional or global offices as required.
  • Ensure recruitment and HR processes comply with safeguarding, child protection, anti-fraud, anti-harassment, equal opportunity, health and safety, and data protection policies.
  • Maintain HR documentation to support audit readiness and provide timely responses to audit requests.
  • Participate in audit kick-off and close-out meetings as required and serve as a recruitment and HR compliance focal point.

E. Employee Relations & Staff Engagement

  • Support internal P&C communications including policy updates, learning opportunities, and vacancy announcements.
  • Contribute to staff wellbeing, engagement initiatives, and the promotion of a positive and inclusive workplace culture.
  • Provide technical HR support to P&C Officers and field offices through remote support and field visits, ensuring policy compliance and safeguarding standards.
  • Represent the P&C function in internal coordination meetings and cross-departmental forums as required.

F. Child Safeguarding and Counter Fraud Responsibilities:

  • Ensure compliance with all aspects of recruitment processes that aim to prevent the recruitment of staff who may potentially be unsuited for work in a child-focused organization; and proactively identify/address any gaps in your own skill level or understanding in how to recruit staff through a child safeguarding lens.

QUALIFICATIONS, EXPERIENCE AND SKILLS

  • Bachelor Degree in Business Administration or with relevant HR Diploma or Certificate is preferable.
  • Minimum 3 years professional recruitment and Human Resources experience is preferred.
  • Professional working experience with international organizations is preferred.
  • Ability to manage multi-tasks and good knowledge on HR software is preferable.
  • Proven team working ability.
  • Good communication skills (Myanmar & English).
  • Good working knowledge of English (Spoken and Written).
  • High sense of personal integrity, discretion, and good judgments.
  • Excellent Computer skills, specifically with Microsoft Office (Excel, Word, Outlook).
  • Excellent interpersonal skills.
  • Commitment to and understanding of Save the Children’s aims, values, and principles.
