We’re looking for a People Development and Talent Manager to join the Smart Energy Code Company (SECCo) and take the lead on how we develop our people, strengthen our organisational capability and create an environment where people can do their best work.

About SECCo

Smart metering is a key enabler of the transition to a net-zero energy system, helping consumers make better use of their energy, reduce their bills and supporting more efficient use of the wider energy system. The Smart Energy Code Company (SECCo) plays an important role in making that happen.

We support the effective operation and evolution of the Smart Energy Code (SEC) – the regulatory framework underpinning the smart metering system across Great Britain.

Working with organisations across the energy industry, we help ensure the arrangements supporting smart metering remain secure, effective and fit for the future as technology, regulation and consumer needs evolve.

Our people are central to delivering that work, and this role will help us make sure they have the skills, support and opportunities they need to succeed.

Reporting to the Chief of Staff, you’ll lead our work across learning and development, talent, performance, employee engagement and organisational capability.

This is a role for someone who can think strategically but also enjoys making things happen. You’ll develop the frameworks and approaches we need, but you’ll also be hands-on in bringing them to life and making sure they work for our people and the organisation.

You’ll have the scope to influence how we develop talent, build capability and support people to grow their careers at SECCo.

🎯What you'll be doing

  • Own and deliver SECCo’s People Development Strategy, ensuring it supports our wider business priorities.
  • Lead our approach to learning and development, creating programmes and opportunities that build the skills and capability we need.
  • Develop and embed our Performance & Development framework, helping create meaningful conversations about performance, development and career growth.
  • Act as Product Owner for our Learning Management System (LMS), driving engagement and making sure we get the most from the platform.
  • Develop and maintain a clear skills and competency framework across SECCo.
  • Lead initiatives that strengthen employee engagement, culture and organisational development.
  • Work with leaders and colleagues across the organisation to identify development needs and turn them into practical solutions.
  • Use insight and feedback to understand what’s working, where we need to improve and how our people initiatives are making a difference.
  • Help create clear development and progression opportunities so people can build their careers within SECCo.

You’ll bring strong experience in Learning & Development, Talent Management or People Development, alongside the ability to turn ideas and strategy into practical initiatives that work.

We’re looking for:

  • Experience developing people development, learning or engagement strategies aligned with business objectives.
  • Strong experience of designing and delivering learning and development initiatives.
  • Experience developing approaches to performance, development and organisational capability.
  • Experience working with Cornerstone OnDemand or a similar LMS platform.
  • Strong communication, stakeholder management and coaching skills.
  • The confidence to build credibility and influence with senior and Executive-level stakeholders.
  • A practical, solutions-focused approach and the ability to balance longer-term priorities with hands-on delivery.
  • A relevant professional qualification or evidence of continued professional development.

Most importantly, you’ll care about helping people develop and succeed, and you’ll be comfortable taking ownership of this agenda while working collaboratively across the organisation.
