People Experience & Enablement Lead

Location: Hybrid - Mainly remote with Thursdays in Barnstaple, North Devon.
Hours: Full-time, flexible across weekdays - typically 9am to 5.30pm
Contract Type: Permanent
Salary: £40-45K, DOE

Role Purpose

This is not a traditional HR or L&D role!

We are seeking a highly capable and technically-minded People Experience and Enablement Lead. They will lead on the design, build and continuously improve a seamless, technology-enabled employee experience across the entire colleague lifecycle.

You will build the tools, frameworks, and learning systems that help Held Health colleagues onboard, grow, perform well, and navigate organisational changes smoothly. You will create highly efficient, scalable and data-driven processes that enable Held Health to attract, onboard, develop and retain exceptional talent.

Of course you will have a sound understanding and expertise in people operations, onboarding, learning and development but vitally, you have successfully designed, developed and delivered people workflow automations, system integration and process design. You will have experience of rapid organisational growth and have successfully implemented the systems, automation and operating rhythms required to support scaling teams.

The is the perfect opportunity for someone who enjoys solving operational challenges, building elegant workflows, implementing new technologies, engagement and productivity. You will work closely with the People Manager to create automated experiences that reduce friction whilst improving compliance.

Responsibilities

People Operations & Employee Experience

  • Design and optimise end-to-end colleague lifecycle processes from recruitment handover through onboarding, development, progression and offboarding.
  • Create a consistent, engaging and efficient people experience across all teams.
  • Develop and maintain procedures and process documentation.
  • Identify operational inefficiencies, propose and implement scalable solutions.
  • Use data and analytics to monitor process effectiveness and identify opportunities for improvement.

Onboarding Excellence

  • Own and continuously improve Held Health's onboarding experience.
  • Build role-specific onboarding pathways for clinical, operational and corporate colleagues.
  • Ensure new starters receive the tools, systems access, training and support required for success from day one.
  • Reduce onboarding administration through automation and self-service solutions.
  • Track onboarding completion, compliance and effectiveness metrics.

Learning & Development

  • Design and implement structured learning journeys across Held Health.
  • Build learning pathways supporting induction, clinical governance, compliance training, leadership development and professional growth.
  • Manage learning platforms, content libraries and development resources.
  • Partner with operational leaders to identify capability gaps and develop targeted solutions.
  • Measure learning outcomes and demonstrate impact through data and reporting.

Systems, Automation & Workflow Design

  • Act as the People Team's technical process expert.
  • Lead implementation and optimisation of HR, onboarding and learning technologies.
  • Design automated workflows that integrate across systems such as HRIS, ATS, LMS, Microsoft 365 and other business applications.
  • Create digital forms, approval processes, automated communications and reporting dashboards.
  • Ensure systems are configured to support growth, compliance and operational excellence.
  • Evaluate and recommend new technologies to improve efficiency and employee experience.

Continuous Improvement & Change Management

  • Lead on technical-based projects focused on people process transformation.
  • Support organisational change initiatives through effective planning, communication and training.
  • Develop scalable operating procedures that support future growth.
  • Act as a champion for digital adoption and process excellence.

  • Ensure people processes support regulatory and organisational requirements.
  • Maintain accurate records and reporting.
  • Support compliance with employment legislation, GDPR, information governance and organisational policies.
  • Contribute to ISO 9001 and ISO 27001 management system requirements where relevant.
  • Ensure learning, onboarding and people systems maintain appropriate security and access controls.

Essential skills, knowledge, experience

  • Proven experience of personally building, scaling or significantly redesigning onboarding, people operations and learning infrastructures within a high-growth organisation.
  • Demonstrably naturally curious about technology, obsessed with reducing friction and a proven track record of creating exceptional colleague experiences through thoughtful process design.
  • Experience scaling people processes during periods of rapid headcount growth.
  • Demonstrable success implementing technology, automation and self-service solutions that improve employee experience and operational efficiency.
  • Strong track record of managing and improving cross-functional workflows involving People, Operations, Technology and Compliance teams.
  • Experience selecting, implementing or optimising people technology platforms and integrated systems.

Desirable Experience

  • Experience within healthcare, health-tech, digital health, mental health or other regulated environments would be particularly valuable.
  • Experience working in a VC-backed, PE-backed or high-growth scale-up environment.
  • Experience supporting headcount growth from approximately 50-500 employees.
  • Experience building onboarding and learning programmes across distributed or remote workforces.
  • Experience integrating HR, learning, compliance and operational systems into a seamless colleague experience.
