Job Description

We have an opportunity for a B2 Performance and Delivery Support Officer to join the Data Intelligence Engagement and Performance Team on a permanent basis to support delivery of the Improving Flow Plan.

As part of a dynamic and high-profile team, you will work closely with Ministers, senior officials and external partners, including Health Boards and Health and Social Care Partnerships. You will contribute to the development of strong collaborative relationships, provide assurance on delivery and performance, and support the leadership team in driving forward key strategic priorities.

A significant aspect of the role will be supporting delivery of the Improving Flow Plan, a key commitment within the First Minister's priorities for Health and Social Care. The role will also contribute to other high-profile programmes of work, including implementation of the Covid-19 Inquiry recommendations and Audit Scotland's delayed discharge recommendations.

You will lead on a range of deliverables, coordinate engagement and improvement activity with local systems and partners, and contribute to the successful delivery of key commitments. Throughout your work, you will be expected to demonstrate the values and behaviours of the Civil Service, fostering a culture of collaboration, continuous improvement and high performance.

Responsibilities

  • Lead and coordinate delivery of actions arising from the Audit Scotland Delayed Discharge recommendations, supporting senior leaders to drive progress against key commitments and ensuring effective engagement with internal and external stakeholders.
  • Manage governance and programme support arrangements, including coordinating meetings, maintaining accurate records of decisions and actions, and tracking progress through programme management tools.
  • Provide high-quality support in responding to ministerial and corporate commissions, including briefing requests, First Minister's Questions (FMQs), SCANCE submissions, Ministerial Correspondence (MiCases), Freedom of Information requests (FOIs) and Parliamentary Questions (PQs).
  • Lead the development and coordination of briefing for Ministers and senior officials on non-complex issues, working collaboratively across teams, Directorates and the wider Scottish Government to deliver high-quality products within tight timescales.
  • Build and maintain effective relationships across Health and Social Care Directorates, including Primary Care, Unscheduled Care and Social Care, to support the development and delivery of key priorities and improvement initiatives.
  • Work collaboratively across policy areas and with internal and external stakeholders to support the delivery of Ministerial priorities and ensure a coordinated approach to achieving key outcomes.

Working Pattern

This role is a permanent level transfer position.

This post is a full-time role, but we welcome applications from staff with different working patterns, proposed working patterns will be assessed against the business requirements for this post.

Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role, including Flexi-leave. Scottish Government staff in hybrid-compatible roles should aim to work in-person 40% of the time, either in an office or other agreed work location.
