Interim Corporate Performance Manager

London Borough (London)

£400 a day inside IR35

3 days in office per week (remainder remote)


Panoramic Associates is currently working with a London Borough to facilitate the appointment of an experienced Corporate Performance Manager to lead a major programme of work to develop and embed a fit-for-purpose Performance and Insight Framework. This will ensure compliance with new statutory reporting requirements (including the Local Government Outcomes Framework) and support effective delivery of the new Council Plan following the May 2026 local elections.

Responsibilities of the Role:

  • Lead and facilitate a corporate Performance & Insight programme across the organisation, setting up and leading cross-organisational project teams (including senior officers up to Director level).
  • Provide cross-organisational leadership, quality assurance and constructive challenge to drive delivery and improve performance management practices.
  • Support Cabinet Members, Executive Directors and Directorate Management Teams with performance management, delivery oversight, and evidence-led decision making.
  • Work with digital colleagues and subject matter experts to develop effective digital solutions for performance reporting and insight.
  • Own and manage programme budgets (including revenue budgets in excess of £100k per annum).
  • Identify risks, issues, dependencies and critical milestones; conduct critical path analysis and ensure actions are planned and communicated appropriately.
  • Lead the design and delivery of an internal/external communications approach to ensure strong understanding and engagement with the framework.
  • Manage contracts and support procurement activity where required.
  • Provide targeted programme support across directorates (e.g., drafting business cases, PIDs, engagement plans).
  • Organise and facilitate programme boards / working groups, ensuring governance, documentation and follow-up actions are delivered.
  • Deputise for senior leadership as required (including attending meetings/committees outside normal hours when needed).

  • Experience working within a Local Authority setting.
  • Strong background in corporate performance / insight / strategy programmes, including statutory reporting requirements and performance frameworks.
  • Proven ability to lead complex, cross-organisation programmes and influence senior stakeholders up to Director level.
  • Experience managing significant budgets and overseeing contracts/procurement activity.
  • Ability to work autonomously, manage interdependencies, and drive delivery at pace.

Next Steps

This role is an initial 3-6 month contract with likely extension, offering £400/day Inside IR35. You will be required to be in the office 3 days per week, with the remainder remote.
