Job Description

We currently have a vacancy for a Permit Issuer to join a landmark Energy project in Teesside. Reporting to the Permit lead (COMAH Top Tier), you will be responsible for issuing permits to work, ensuring the efficient and compliant processing of all permits required for operations at a Control of Major Accident Hazards (COMAH) Top Tier site. This role requires strong technical expertise in environmental, safety, and construction regulations, including a deep understanding of Permit to Work (PTW) systems.

This role will be based full time in Teesside.

Responsibilities

Key duties and responsibilities:

Team Management & Permit To Work Oversight

  • Foster a positive and collaborative team environment.
  • Act as part of a permit issuing team within the central point of coordination for the PTW System.
  • Attend daily Coordination / SIMOPS meetings as requested by the Permit Lead.
  • Attend training and briefings to develop your role as permit issuer.
  • Display and maintain all active Permits and supporting information for the site at the designated Permit to Work Office.
  • Ensure that displays at the Permit to Work Office accurately reflect the status of all Permits and other displayed documents.
  • Maintain an overview of all planned and in-progress operations (SIMOPS) at the worksite to avoid risks or conflict caused by simultaneous activities.
  • Check if the work complies with any Client-agreed interfacing agreements.
  • Ensure relevant Area Authorities are aware of work impacting their areas.

Permitting & Compliance

  • Ensure compliance with all applicable environmental, safety, and operational regulations, including:
    • COMAH Regulations: All relevant sections and guidance.
    • Environmental Permits: IPPC, Environmental Permitting Regulations.
    • Safety Permits: DSEAR, CIMAH.
    • Construction Regulations: CDM 2015, Health and Safety at Work Act 1974.
  • Monitor permit deadlines and ensure timely submission of all required information.
  • Be part of good team relationships with regulatory agencies (e.g., Environment Agency, Health and Safety Executive).
  • Conduct regular audits and inspections to verify permit compliance.

Technical Expertise & Risk Management

  • Maintain in-depth knowledge of COMAH regulations, environmental permits, safety permits, and UK construction regulations (including CDM 2015).
  • Provide technical guidance and support within the Permit Issuing team.
  • Stay abreast of all relevant legislative changes and industry best practices.
  • Review Permits to confirm the need for necessary isolations or gas tests.
  • Request the withdrawal of permits to the Area Authorities as required.
  • Ensure necessary alarm inhibits of fire and gas systems or other safety systems are put in place and documented.
  • Ensure any necessary isolation is removed by the appropriate Isolating Authorities by reviewing signed Isolation permits prior to closure.
  • Ensure alarm inhibits to fire and gas systems or other safety systems are reinstated when required and documented.

Process Improvement & Record Keeping

  • Assist in the implementation of process improvements to streamline the permitting process, especially those related to construction activities.
  • Develop and maintain standard operating procedures (SOPs) for permit management, incorporating CDM 2015 requirements.
  • Utilize data analysis to identify trends and areas for improvement.
  • Assist the Permit lead with daily permit management, including master log and copies of all Permits, and supporting documentation for a period of 12 months.
  • Ensure that any oncoming Permit issuer is familiar with the status and operation of the PTW System.

Emergency Response

  • In the event of an emergency, interface with the appropriate site emergency arrangements.

Qualifications

  • Minimum of 15 years of experience in a safety, environmental, or operational role within a COMAH regulated environment, with a preference for Top Tier sites.
  • NEBOSH NGC or IOSH managing safety equivalent
  • Proven experience with UK construction regulations, including CDM 2015.
  • Proven experience and involvement within a dynamic permit issuing team.
  • In-depth knowledge of COMAH regulations, environmental permits, and safety permits.
  • Strong understanding of hazardous substances, their properties, and associated risks.
  • Excellent communication, interpersonal, and organizational skills.
