Permit Office Administrator Linxon

The Permit Office Administrator is responsible for supporting the management, coordination, tracking, and administration of the permit-to-work process for Linxon's Transmission EPC works on the Hinkley Point C Project. The role ensures that all construction activities are conducted in accordance with site permit requirements, safety procedures, client standards, and regulatory obligations.
Working closely with Construction Managers, Site Supervisors, Principal Contractors, EDF Energy representatives, and subcontractors, the Permit Office Administrator plays a key role in ensuring that permits are accurately processed, communicated, tracked, and archived to enable safe and efficient execution of transmission and substation construction activities.
Key Responsibilities
Permit Management
- Administer and maintain the project's Permit-to-Work (PTW) system.
- Process permit applications and ensure all required supporting documentation is received and complete.
- Review permit requests for accuracy, completeness, and compliance with site procedures.
- Coordinate permit approvals with relevant stakeholders and permit issuers.
- Monitor permit status and ensure permits are valid, extended, closed, or cancelled as required.
- Maintain accurate records of all active, pending, and closed permits.
Site Coordination
- Liaise with site supervisors, construction managers, engineers, and subcontractors regarding permit requirements.
- Support daily permit coordination meetings and planning activities.
- Ensure work activities are appropriately permitted before commencement.
- Assist in identifying permit conflicts and scheduling issues that could impact project execution.
- Communicate permit-related updates and changes to relevant project personnel.

Documentation Control
- Maintain electronic and hard copy permit records in accordance with project and client requirements.
- Control permit registers, status reports, and associated documentation.
- Ensure documentation is retained in compliance with project quality procedures and audit requirements.
- Support document reviews and permit audits.
Health, Safety and Compliance
- Promote compliance with Hinkley Point C permit-to-work procedures and site rules.
- Support implementation of CDM Regulations and health and safety requirements.
- Assist with monitoring permit compliance across construction activities.
- Escalate non-compliance issues to project management where appropriate.
- Support investigations relating to permit or procedural issues.
Reporting
- Produce daily, weekly, and monthly permit status reports.
- Maintain permit tracking dashboards and registers.
- Provide metrics on permit volumes, closures, delays, and compliance performance.
- Support project reporting requirements and management reviews.
Stakeholder Engagement
- Act as a focal point for permit-related communications.
- Build effective relationships with NNB, Tier 1 contractors, subcontractors, and internal project teams.
- Attend planning and coordination meetings as required.
- Support continuous improvement initiatives relating to permit management.
Qualifications
Essential
- GCSEs (or equivalent) including English and Mathematics.
- Experience in an administrative role within a construction, engineering, utilities, nuclear, or industrial environment.
- Proficient in Microsoft Office Suite, particularly Excel, Word, Outlook, and Teams.
- Excellent organisational and document control skills.

Desirable
- Experience working on major infrastructure, power, transmission, or nuclear projects.
- Familiarity with Permit-to-Work systems.
- Knowledge of Hinkley Point C site procedures.
- Administration or business qualification.
Experience
Essential
- Minimum 2 years' experience in project administration, document control, or permit coordination.
- Experience managing large volumes of project documentation.
- Experience working within a fast-paced construction environment.
Desirable
- Experience supporting Transmission Line or Substation projects.
- Experience working under CDM regulations.
- Previous experience on EDF, Nuclear New Build, or Major Infrastructure projects.
Additional Information
This role is critical to ensuring the safe and compliant delivery of Linxon's transmission infrastructure works at Hinkley Point C. The Permit Office Administrator will support one of the UK's largest and most complex infrastructure projects by ensuring effective administration and control of site permits, enabling construction teams to execute work safely, efficiently, and in line with project requirements.
