Permit Officer
Speke, Liverpool
£54,000 per annum
12-Month Initial
Our client is seeking an experienced Permit Officer to join a major operational site in Speke. This is a newly created position, established to centralise and strengthen the site's Permit to Work (PTW) process. Currently managed across several teams, this role will become the focal point for reviewing, issuing and controlling contractor permits, ensuring the highest standards of safety and compliance across all site activities.
This is a highly visible role requiring someone who can confidently challenge unsafe practices, make sound risk-based decisions and take ownership of high-risk work activities across site. The successful candidate will be empowered to stop work where standards are not met and will play a key role in maintaining a strong safety culture.
Key Responsibilities
- Review, authorise and manage contractor permits across site.
- Ensure all Permit to Work processes are compliant with company and legislative requirements.
- Review Risk Assessments and Method Statements (RAMS) and identify missing controls.
- Conduct site inspections and walk-downs prior to permit issue.
- Coordinate multiple contractors and concurrent activities safely and efficiently.
- Monitor permit compliance and challenge unsafe behaviours and conditions.
- Support the management of isolations and LOTOTO processes.
- Identify conflicts between simultaneous high-risk activities.
- Work closely with operational, engineering, maintenance and contractor teams to maintain safe working practices.

About You
We are open to applications from experienced Permit Officers as well as professionals from related backgrounds such as:
- Shutdown Coordinators
- Contractor Coordinators
- Engineering Supervisors
- Health & Safety Professionals
- Permit-to-Work Specialists
The key requirement is a strong understanding of safe systems of work and the confidence to challenge when standards fall below expectations.
Essential Requirements
- Strong Health & Safety background.
- NEBOSH General Certificate or equivalent HSE qualification.
- Formal Permit to Work Authoriser/Issuer training.
- Experience reviewing RAMS and safe systems of work.
- Experience managing contractor activities within an industrial or manufacturing environment.
- Knowledge of isolation and LOTOTO processes.
- HNC or equivalent qualification in Engineering or a related discipline.

Preferred Experience
Experience within one or more of the following environments would be advantageous:
- Manufacturing
- Process Industry
- Chemical
- Pharmaceutical
- COMAH-regulated facilities
- GMP-regulated environments
Experience controlling permits for activities including hot work, confined space entry, electrical works, work at height and excavation activities is highly desirable.
