A Permit to Work Coordinator is required on a long term contract basis to be based in Mold, North Wales supporting on a large Energy Transition project.
This role is a key control of work function which supports coordination of construction & commissioning activities, interfacing with Client Supervision and contractor partners alike.
The PTW Coordinator serves as a key focal point in the management and coordination of construction activities to maintain effective control of Simultaneous Operations (SIMOPS) across all project stakeholders and partners.
To manage, coordinate and control the PTW system across a large construction project, ensuring all activities are properly authorised, controlled and executed safely.
The role includes maintaining compliance with relevant statutory regulations and company standards, supporting the transition from a paper-based permit system to an electronic (digital) system.
Responsibilities:
- Maintain an effective PTW procedure that is aligned and proportionate to the projects, evolving needs.
- Deliver PTW training to those involved in the permit process.
- Administer and control the site-wide PTW system.
- Chair a daily PTW/SIMOPS meeting to review/approve pending permits.
- Guide, support, advise all parties on permit requirements, permit application and supporting documents.
- Ensure permits are issued, reviewed, authorised and closed for all activities (within the construction area), in accordance with PTW Procedure.
- As the Permit to Work Coordinator, you will maintain accurate records of all permits issued, active, and closed.
- Maintain a PTW / SIMOPS board showing the location of all work/SIMOPS activities.
- Maintain a SIMOPS register detailing any clashes that may exist with other activities / permit systems.
- Generate PTW statistics (Bi-weekly, monthly) and highlight any trends to the Site HSE Manager.
- As the Permit to Work Coordinator, you will immediately report PTW non-compliance issues to HSE Manager.
- Act as a Permit Issuer, overseeing the issue and return of permits under the project’s PTW Procedure.
- As the Permit to Work Coordinator, you will ensure that all work activities are coordinated to avoid hazards and conflicts caused by simultaneous operations (SIMOPS).
- Verify risk assessments & Task-Based Risk Assessments (TBRA) are completed before work starts.
- Monitor compliance with the PTW Procedure and Permit conditions.
- Work closely with contractors, vendors, project representatives, and other key stakeholders to ensure seamless permit processes.
- Maintain the PTW daily register/log and ensure documentation is up to date.
- As the Permit to Work Coordinator, you will support coordination and approval of isolations (electrical, mechanical, process) as required.
- Support the transition to a digital PTW system ensuring minimal disruption and maintaining system integrity.

Qualifications:

Essential:
- NEBOSH General Certificate (or equivalent).
- As the Permit to Work Coordinator, you will have experience in a construction or similar high hazard sector.
- Relevant and valid Construction Skills Certification Scheme (CSCS) Card (or willing to work towards).
- Proven track record of managing PTW systems (or similar), preferably on large scale EPC/EPCm construction projects.
- Some experience practicing risk management.
- Dynamic, enthusiastic, self-motivated, and passionate about making a difference.
- Excellent communication and interpersonal skills.
- As the Permit to Work Coordinator, you will have good planning and organizational skills, with an eye for detail.
- Ability to work within a team to common goals.
- Computer literate and as a minimum, able to use the Microsoft Office suite & Digital Platforms.
- Resilient and ability to stay calm under pressure.
- Inherent desire to drive proactive improvement.
- Commitment to ongoing professional development.
Desirable:
- Qualified auditor of safety and environmental management systems.
- Experience fulfilling CDM duties on construction projects.
- Experience developing and/or using digital PTW systems.
- Some experience practicing HSE Management.
