Location: Padeswood, UK
Contract Duration: 12 months (renewable) – Inside IR35
Job Status: Full-Time, Site-Based

Role Overview
We are seeking an experienced Permit to Work (PTW) Coordinator to support a major Carbon Capture & Storage (CCS) project in North Wales. This role is responsible for managing and coordinating the site-wide Permit to Work system, ensuring all construction and commissioning activities are safely controlled, properly authorised, and compliant with project procedures and statutory requirements.
Working closely with construction teams, contractors, commissioning personnel, and HSE stakeholders, you will play a critical role in maintaining effective control of work and managing simultaneous operations (SIMOPS) across the project.
Responsibilities
- Administer and control the site-wide Permit to Work (PTW) system
- Coordinate construction and commissioning activities to ensure safe execution of work
- Chair daily PTW and SIMOPS meetings to review and approve permit activities
- Review, issue, authorise, and close permits in accordance with project procedures
- Provide guidance and training on PTW requirements and processes
- Maintain PTW registers, records, and SIMOPS tracking systems
- Monitor compliance with permit conditions and escalate non-conformances where required
- Verify risk assessments and Task-Based Risk Assessments (TBRA) are completed before work commences
- Support the coordination of electrical, mechanical, and process isolations
- Generate PTW statistics and reporting, identifying trends and improvement opportunities
- Interface with contractors, construction management, HSE teams, and client representatives
- Support the transition from paper-based permit systems to digital PTW platforms

Requirements
- NEBOSH General Certificate or equivalent qualification
- Minimum 5 years' experience within construction, industrial, energy, or other high-hazard environments
- Proven experience managing Permit to Work systems on large construction or EPC/EPCM projects
- Strong understanding of SIMOPS management and control of work processes
- Experience supporting risk management and safe systems of work
- Knowledge of HSE legislation and construction safety requirements
- Experience with digital PTW systems is desirable
- Experience working on major capital projects is advantageous
- Strong organisational, communication, and stakeholder management skills
- Proficient in Microsoft Office and digital management systems
- Ability to remain calm under pressure and manage competing priorities
- CSCS card and HSE auditing experience would be advantageous
