Responsibilities
-
Supervision of the subcontractor’s personnel
- To ensure that the works are completed on time and within Arabelle Solutions specification and quality;
- Ensure that the established Pressure Test Procedure are in-place and properly enforced at site.
- Ensure that System Test Packages are well prepared, properly filled-up and completed according to the test package preparation procedure.
- Ensure that the system has been lined-up in accordance with the marked-up P&ID drawing in reference to Pressure Test Procedure.
- Ensure that all the necessary work preparation to be done before the Pressure Test is well performed and completed (e.g. valves isolation, blinds, supports, vents/drains/filling points, pressure test pumps, gauges, water source/quality, spring supports blocking, etc.)
- Ensure the availability of test instrument/gauges Certificate of Calibration and its validity.
- Reporting of any deficiency/discrepancy observed/detected during inspection monitoring work-phase (e.g. NCR or Punchlist).
- System final visual inspection check prior to commencement of filling/hydrotesting.
- Perform visual inspection during/entire pressure testing of any sign of leakage.
- Ensure the presence of all the concerned responsible and persons involved in the pressure testing in all stages of pressurization and testing.
- Ensure the provision and completeness of all the relevant Pressure Test Reports and obtain the signature from all the parties involved.
- Ensure that all the works to be done after the completion of pressure test are listed and performed (e.g. removal of all the temporary device, blinds, plugs, supports, etc)
- To be acquainted with contract(s) of subcontractors for defined scope;
- To verify and report work done by subcontractors for defined scope;
- Identifying materials and tools/equipment required to execute the works within the discipline;
- Validate material request form issued by Subcontractors;
- Ensuring discipline works are being executed in a manner that optimises the completion of the turn over packages for commissioning;
- Communication directly with site erection management to resolve and/or clarify any technical issues.

Executing the discipline works erection strategy
- Executing the discipline works erection strategy as defined by the Overall Construction Manager and promulgated by the discipline Construction Manager (including planning aspects);
- Communicate with engineering to resolve and/or clarify any technical issues. All nonconformances, discrepancies and cost variances are fairly and properly reported and managed, while minimising impact to Arabelle Solutions;
- Follow and duly close allocated FSI and NCR.

Executing of mandatory and conformity tests
- Check ITPL availability to Subcontractor, to ensure all ITPL and LAD are in order prior to the commencement of the discipline works;
- Schedule and organise inspections and test as per ITPL;
- Participate to CTO and TOP walk down;
- Check correctness, compliance and correct use of any material or consumable supply by subcontractors.

Clear allocated Punch-Items
- Record and communicate outstanding works during erection inspections and random walk down;
- Constant checking to ensure discrepancies/punch list items are promptly resolved and signed off.

Checking correct and timeliness preparation of SWCF by subcontractor
- Managing and maintaining the creation of as-built (Record) documentation within the scope of the discipline works;
- Ensure that the physical quality records within the scope of the discipline works are properly filled, signed and compiled, in parallel to the electronic copy;
- Creating or directly supervising the creation of as-built (Record) documentation within the scope of the discipline works.

Quality and EHS implementation
- Implementation within the discipline’s scope of works of Arabelle Solutions EHS and Quality policy;
- Providing co-workers with information about hazards, risks and elimination measures applicable to the site;
- Implementation of specific EHS Plan;
- Ensure approved site inspection and test plan (ITPL) are used by subordinate and subcontractors / partners as defined by Arabelle Solutions (including by performing spot check);
- Ensure quality records are generated progressively in parallel of erection activity;
- Check and review SWCF with Quality Department;
- Coordinate with Quality Department all quality control on Site;
- Implement NCC process;
- Support any quality initiative at site as 8D, root cause analysis, continuous improvement;
- Enforce Arabelle Solutions EHS directive (High risk activities, control of contractor, lockouttag out, electrical safety, mechanical safety, work at height, excavation work, lifting operation, vehicle movement);
- Daily toolbox talk with subcontractor team;

REX (Return of Experience)
- REX on applicable standards (EG, GS, etc.) and major site deviations.

Reporting
- Prepare data on overall progress, completed activity, forecast to completion, problem encountered, subcontractor’s performance, EHS report, NCC and Cost follow-up, material problems, manpower report, etc.
Key Performance Indicators
- All works assigned to the supervisor within the discipline are completed according to schedule and in accordance with technical and QA/QC requirements;
- SWCF progressively compiled by Subcontractors and reviewed;
- EHS targets are achieved.
Specific Functional / Technical Authority (Besides DoA)
- To represent and execute the requirements, directives and policies of Arabelle Solutions directly to subcontractors;
- To immediately suspend work proceeding in a non-compliant or dangerous manner;
- To remove from the work area any subcontractor personnel refusing to comply with Arabelle Solutions directives;
- To review and accept or request clarification on any documentation for the assigned scope of the works.

Qualifications and Experience
Education
- Mandatory (MUST)
- Diploma or certificate in a technical discipline.
- Desirable (NICE TO HAVE)
- Appropriate formal internal training in power plant construction and engineering.
Professional Experience
- Mandatory (MUST)
- Experience in site construction execution and managing of prefabrication subcontractors;
- General knowledge of power plant systems;
- Knowledge within the discipline.
- Desirable (NICE TO HAVE)
- Multicultural – able to interact with people of different cultures.
Language Skills
- Mandatory (MUST)
- Fluent in English (oral & written)
- Desirable (NICE TO HAVE)
- Any other languages.
