Planning & Programming Support Specialist
ITility is seeking a mission-focused Planning & Programming Support Specialist to support a civil engineering opportunity in the UK. This position is part of a proposal, and we are using this job posting to identify personnel. The role supports USAFE at RAF Mildenhall, UK.

Responsibilities:
- Demonstrate professional knowledge of a broad range of professional engineering concepts, principles, practices, techniques, and methods in the building design and construction process. Familiarity with aesthetic and functional design techniques, drafting preliminary sketches, and understanding architectural and construction standards to support the drafting of comprehensive project scopes.
- Show an understanding of DoD program planning cycles, parametric cost estimating tools (e.g., PACES), and project programming processes. Familiarity with work classifications (Sustainment, Restoration, Modernization) and fiscal constraints to accurately draft planning documents (e.g., DD1391s) for official Government review and validation.
- Have knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and technical orders to ensure draft scopes include necessary regulatory compliance measures.
- Use initiative and resourcefulness to research historical facility data, interpret technical procedures, and draft comprehensive, economical facility courses of action (COAs).
- Coordinate, conduct, and thoroughly document site/facility condition assessments and initial scoping surveys.
- Organize requirements-gathering efforts, coordinate technical details with other engineering disciplines, and communicate effectively to provide clear, actionable data to government leadership.
- Shall be responsible for technical requirements gathering, data development, and the drafting of facility programming documentation (e.g., DD Form 1391s).

Required Qualifications:
- They shall possess a minimum of seven (7) years of professional-level experience in facility planning, requirements development, or technical cost modeling.
- They shall have professional familiarity with DoD/USAF facility programming processes (e.g., FSRM/MILCON), parametric cost-estimating tools, and UK building regulations.
- Experience should demonstrate the ability to synthesize complex facility data into draft technical justifications for government review and approval.
