HMRC Chief Digital and Information Office (CDIO) is continuing to evolve its platform model, with greater emphasis on clear platform ownership, lifecycle management, user-focused services and measurable delivery outcomes.

We are seeking a Platform Owner for LAN Networks within Network Services. This is an important platform leadership role, responsible for helping shape, own and continually improve HMRC's Local Area Network platforms across offices, campuses and operational sites nationwide.

The role treats LAN as a strategic platform service, not just a set of site-based network activities. You will work across technology, service, architecture, delivery and supplier communities to ensure LAN services are reliable, secure, consistent and aligned to HMRC's current and future business needs.

You will help drive standardisation, simplification and continuous improvement across a large and distributed estate, improving the user experience while supporting resilience, security and value for money.

Job Description

As Platform Owner for LAN Networks, you will own the vision, direction and roadmap for HMRC's LAN platform, ensuring the service continues to meet business, operational and technology needs across a complex national estate.

You will bring a product-led, outcome-focused mindset to platform ownership, combining technical credibility with a strong understanding of user needs, operational service performance and long-term platform evolution. You will be expected to translate demand, risks and improvement opportunities into a clear roadmap and backlog, prioritised by value, resilience, security and business impact.

Working closely with architecture, engineering, service management, operational teams and strategic suppliers, you will shape platform standards and patterns for LAN services, including switching, wireless, access networks, resilience and site connectivity. You will ensure that changes to the estate are delivered coherently and that local site activity remains aligned to the wider LAN platform direction.

This is a high-impact role with the opportunity to improve how LAN services are governed, consumed and evolved across HMRC. You will act as a visible advocate for the platform, communicating its value, priorities and constraints clearly to technical and non-technical stakeholders.

Key Responsibilities

Platform Engagement, Vision and Roadmap

  • Define, communicate and evolve a clear LAN platform vision and roadmap, aligned to organisational priorities, enterprise architecture and user needs.
  • Treat LAN as a product-led platform service, using performance insight, demand signals, risks and feedback to inform prioritisation and improvement.
  • Use platform performance measures, user feedback, service insights, and adoption data to evaluate delivery outcomes and inform prioritisation decisions.
  • Act as an advocate for the LAN platform, explaining its value, constraints and roadmap to delivery teams, senior stakeholders and supplier partners.
  • Drive standardisation and simplification across the LAN estate, reducing variation where appropriate and improving consistency of user experience.

Platform Delivery and Lifecycle Ownership

  • Own and manage the end-to-end LAN platform lifecycle, including roadmap, backlog, service performance, risks, dependencies and improvement activity.
  • Prioritise platform work based on business value, technical risk, resilience, security, operational impact and service outcomes.
  • Coordinate delivery across internal teams and strategic suppliers, ensuring clear ownership, transparency and effective dependency management.
  • Ensure site-based delivery and local network changes remain aligned to agreed platform standards, design principles and service expectations.

Technology and Platform Capability

  • Provide credible platform ownership across enterprise LAN and campus networking technologies, including switching, wireless, access networks, site connectivity and resilience patterns.
  • Work with architecture, engineering and security communities to shape LAN standards, patterns and controls that are secure, resilient and scalable by design.
  • Identify opportunities for automation, simplification and improved operational control across LAN services.
  • Ensure LAN platforms support reliable connectivity and a high-quality experience for HMRC colleagues and services.

Stakeholder Management and Supplier Influence

  • Build effective relationships across Network Services, wider CDIO teams, business stakeholders and strategic suppliers.
  • Influence outcomes across matrix-managed and supplier-led delivery environments, balancing competing priorities constructively.
  • Communicate technical and service concepts clearly to both technical and non-technical audiences.
  • Champion a collaborative, transparent and improvement-focused culture across the LAN platform community.

Essential Criteria

The successful candidate must be able to clearly demonstrate evidence of the following essential criteria:

Technical Expertise

  • Experience of owning, managing or leading enterprise LAN or campus network platforms within a large-scale organisation.
  • Strong understanding of LAN technologies and operating models, including switching, wireless, access networks, site connectivity, resilience and service performance.
  • Ability to work with architecture and engineering teams to shape secure, resilient and scalable network platform standards and patterns.
  • Experience of balancing operational stability with continuous improvement and change across a distributed technology estate.

Platform Product Ownership and Leadership

  • Proven platform or product ownership experience, including the ability to define roadmaps, manage backlogs and prioritise work based on business value and user needs.
  • Experience of driving measurable service improvement, standardisation and risk reduction across a complex platform or service.
  • Ability to lead through influence across matrix-managed, multi-disciplinary and supplier-supported teams.
  • Experience of managing platform lifecycle considerations, including demand, dependencies, risks, service issues and improvement activity.

Business and Communication Skills

  • Strong stakeholder management skills, with the ability to influence and collaborate across business, technical, service and supplier communities.
  • Ability to explain complex technical and service issues clearly to senior stakeholders and non-technical audiences.
  • Experience of working in a multi-supplier environment and managing delivery outcomes, service performance and shared responsibilities.
  • A collaborative leadership style, with the ability to create clarity, ownership and accountability across different teams.

Desirable Criteria

  • Experience supporting or delivering LAN refresh, rollout or transformation activity across multiple sites.
  • Awareness of evolving LAN and campus networking trends, such as SD-LAN, automation, zero trust and Wi-Fi evolution.
  • Experience working across both legacy and modern network environments.
  • Experience of ITIL4-aligned service lifecycle management and continuous improvement.
  • Product Owner or Agile certification, or equivalent practical experience.
  • Experience in a regulated or public sector technology environment.
