Job Title

Are you an experienced PMO and change professional who thrives on turning strategy into action?

Do you enjoy bringing clarity, governance and structure to complex programmes of work while inspiring teams to deliver their best?

I am working with a Housing Association based in the West Midlands to recruit for a PMO Manager to lead their Project Management Office and drive the successful delivery of strategic change across our Housing Association. This is a leadership role, offering the opportunity to shape how change is prioritised, governed and delivered across both technology and business projects.

You will be working closely with senior leaders, project sponsors and stakeholders across the organisation, you'll ensure the investment in change delivers the greatest possible value for their customers, communities and colleagues.

  • Take ownership of the organisation's project and change portfolio, providing a clear view of ongoing and proposed initiatives while ensuring projects are aligned to strategic priorities.
  • Lead the development of portfolio management processes, helping senior leaders make informed decisions about where resources and investment should be focused.
  • Establish and maintain effective governance frameworks, facilitating Change Management Board meetings, and ensuring clear decision-making processes are in place.
  • Provide oversight across a wide range of projects, monitoring risks, dependencies, resources and delivery performance while ensuring robust controls and assurance measures are applied throughout the project lifecycle.
  • Champion best practice project delivery, embedding consistent methodologies and promoting the effective use of Agile, Waterfall and hybrid approaches.
  • Introduce clear standards, reporting practices and lessons learned processes to help drive continuous improvement and delivery excellence across the organisation.
  • Lead and develop a team of Project Managers and PMO professionals, creating a culture of accountability, collaboration and high performance while building project management capability across the wider business.

Requirements:

  • Experienced PMO, Portfolio or Project Delivery leader with a strong track record of successfully delivering strategic change within complex organisations.
  • Comfortable working with senior stakeholders, influencing decision-making and balancing competing priorities while maintaining focus on delivering successful outcomes.
  • Proven experience leading a PMO, Portfolio Office or Project Delivery function.
  • Strong portfolio management and project prioritisation expertise.
  • Experience facilitating governance boards and senior stakeholder forums.
  • A strong understanding of project governance, controls and assurance.
  • Practical experience of Agile, Waterfall and hybrid delivery approaches.
  • Significant change management and business adoption experience.
  • Experience leading, coaching and developing project professionals.
  • Excellent communication, stakeholder management and influencing skills.
  • Strong analytical, planning and problem-solving capabilities.
  • Experience of organisational resource planning and forecasting.

Qualifications:

  • A recognised Project, Programme or Portfolio Management qualification is essential, while a Prosci Change Management qualification would be advantageous.

Benefits:

  • Salary is £70,000 to £75,000 with excellent benefits.
  • This is a flexible hybrid role with 2 days a week onsite in the office in the West Midlands.
