About the Team
Members of Special Situations and Industrial Strategy (SSIS) come from a diverse range of backgrounds from the corporate world, public sector and beyond. Our priority is to develop all our team members to make the most of their abilities. We are the go-to team for sectoral and company work; providing advice to the Chancellor regular on strategy as well as acute short-term issues. Our analysis branch works closely with policy teams across HMT, providing and feeding into far-reaching analysis on companies and sectors. As part of this, we lead the sector development plan within HMT. We are responsible for foundational sectors like the metal and chemical industries. Our teams helped develop the UK’s new modern Industrial Strategy. We now work with BIST and across government to deliver it. We have small teams that focus specifically on the Steel and Chemicals industries, supporting complex commercial negotiations with companies and developing strategies for the sectors. The special situation branch handles specific commercial interventions for strategically important companies, including financially distressed firms or those looking for investment. We sponsor HMT owned arm’s length bodies (UKGI and The Royal Mint) and take a strategic approach to corporate finance issues and wider management of government owned assets.
About the Job
In this role, you will:
- Support HM Treasury's contribution to the Government's emerging reindustrialisation agenda, including leading discrete policy projects and workstreams that support growth and ministerial priorities.
- Build positive relationships across Whitehall and ensure Treasury priorities are reflected in the development and delivery of policies that support growth, efficiency and place-based economic development, including industrial clusters where relevant.
- Provide high-quality advice, briefings and submissions to ministers and senior officials.
- Lead HM Treasury’s Industrial Strategy governance, coordinating input and ensuring ministers and senior officials have clear oversight of delivery progress, risks and emerging issues.
- Lead HM Treasury’s sponsorship of the Industrial Strategy Advisory Council (ISAC), working closely with the Department for Business, Innovation, Science and Trade to develop the Council's forward work programme, oversee commissioned projects and contribute to decisions on Council membership and governance.
- Maintain a strong forward look across the Government’s growth agenda, identifying risks, opportunities and emerging priorities.

This is a varied and high-profile role at the heart of one of the Government’s top priorities. You will help ensure the Industrial Strategy remains passionate about delivery while contributing to work on reindustrialisation, place-based growth and economic resilience across a wide range of sectors and policy areas. You will work closely with colleagues across HM Treasury, the Department for Business, Innovation, Science and Trade and other government departments to support the Government’s growth ambitions.
The role combines strategic oversight, cross-government coordination and policy development. It offers an outstanding opportunity to develop work at the centre of government by advising and supporting ministers and senior officials on issues critical to the UK's long-term economic success. Alongside core Industrial Strategy responsibilities, you will contribute to the team’s wider programme of work on growth, industrial policy and economic resilience. This could include supporting emerging ministerial priorities and taking ownership of new areas of work as the branch's portfolio evolves. The successful candidate will be comfortable working across a broad range of issues and adapting quickly as priorities evolve.

About You
We're looking for someone with the ability to understand how individual policy issues contribute to wider strategic objectives and use this understanding to support effective decision-making. You have experience building effective and collaborative relationships with a range of stakeholders and working across organisational boundaries to achieve shared objectives. You'll be able to communicate sophisticated issues clearly, build effective relationships and influence senior stakeholders to support delivery of shared objectives. You can also demonstrate the ability to weigh up incomplete and/or conflicting evidence, and strategic considerations, to reach sound judgements on sophisticated and often competing issues.
