Policy Analyst - Fixed term contract to 30th April 2027

Background

Our client, the Data and Communications Company (DCC), was created to lead the successful delivery of vital new national infrastructure, with highly secure and reliable communications and data services to connect smart meters with energy suppliers, network operators, and authorised third parties.

They were granted the licence to build and manage the Smart Metering network in 2013 by the Department for Energy and Climate Change, now the Department of Energy and Net Zero. Since it was granted, the Licence has been extended to include further mandated requirements for DCC to design, build, test, and implement additional systems and processes to support the energy sector, including the Central Switching Service to support faster switching for energy consumers between energy suppliers. Latterly, it has been extended by Ofgem to 22 September 2027 to allow for the conclusion of the various requirements needed to award a new “Successor Licence”.

The Electricity and Gas (Competitive Tenders for Smart Meter Communication Licences) Regulations 2012 place a requirement on Ofgem to run a competitive tender process for the award of the Successor Licence. This process concluded in April 2026 with the announcement that SECCO Ltd was the successful applicant for the Successor Licence, having established a Special Purpose Vehicle, DCC2 Ltd, to become the Successor Licensee.

With the Successor Licensee now appointed and scheduled to take over the Authorised Business on 2 November 2026, work is starting both to upskill the new Licensee and to close down Smart DCC Ltd as its licence expires on 22 September 2027. A DCC1 Close Down programme team is being stood up to lead this activity.

Role

The role will work on a range of activities to ensure that the remaining DCC1 licence obligations are delivered effectively. This will involve leading the production of materials directly or working closely with others to ensure they meet deadlines and expectations. This role suits someone who is curious, proactive, and comfortable operating at pace.

Key Accountabilities

  • Provide analytical and policy support to the DCC2 team to deliver the remaining price controls, annual reports, audits, and other regulatory requirements for DCC1
  • Challenge and test assumptions from senior stakeholders—spotting gaps, inconsistencies, and risks
  • Translate complex information into clear, high-quality outputs for senior colleagues, up to and including Board level
  • Work across multiple teams in DCC2 to ensure alignment, quality, and strategic coherence
  • Support senior colleagues in engagement with Ofgem, understanding regulatory expectations and frameworks

Skills, Experiences & Behaviours - Essential

  • Understanding of economic regulation or regulated environments (energy, utilities, telecoms, government, etc.)
  • Strong written communication skills—able to simplify complexity into compelling insights
  • Proven ability to engage and challenge stakeholders confidently
  • A self-starting mindset—someone who takes ownership and builds relationships to get things done

Desirable:

  • Experience of working in the energy, government, or telecommunications sectors
  • Experience of working in a regulated environment
  • Comfortable operating within a matrix environment
