Policy & Business Analyst
On 1 April 2026, NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) became one national organisation, focused on continuity today and a stronger, more connected service for tomorrow.
As part of this transformation, NSS and NES have joined to form a new organisation: Public Services Delivery Scotland (PSD Scotland). This new organisation will play a pivotal role in supporting the renewal and ensuring the long-term sustainability of health and care services across Scotland.
About The Organisation
PSD Scotland unites expertise from NES and NSS in a way that will allow us to accelerate national programmes to support the NHS to deliver better care, now and in the future.
We support staff with education and training, provide the tools and data that improve services, and run vital national functions such as procurement, logistics and blood, tissue and cell services.
The Post
This is an opportunity to work at the heart of NHS Scotland as part of the National Executive Support Team.
The team supports NHS Scotland’s Board Chairs, Chief Executives and other senior leaders to work together on shared priorities. This role is central to making that happen.
At its core, the job is about ensuring that important national meetings are well planned, well run and properly followed through. You will work closely with Chairs and Vice-Chairs to understand their priorities, shape forward plans and agendas, coordinate contributions and make sure they have what they need to lead effective discussions.
You will help create the conditions for senior leaders to use their limited time well, reach clear conclusions and maintain momentum between meetings. You will often work with sensitive information, competing priorities and short deadlines, so judgement, discretion and attention to detail are essential.
The Candidate
We are looking for someone who takes pride in making things work.
You will be highly organised, conscientious and comfortable taking responsibility for the detail. You will anticipate what is needed, use your initiative and follow work through rather than waiting to be prompted.

You will also be comfortable working directly with senior colleagues. This means communicating clearly, being reliable and professional, exercising sound judgement and knowing when you don’t have the answer, need to seek advice or raise an issue.

You should have experience of supporting senior meetings, governance arrangements, projects, policy work or another relevant coordination role, ideally in health and social care or a similarly complex environment.
Experience of NHS Scotland would be helpful, but just as important is the ability to learn quickly, ask sensible questions and work effectively with a wide range of people.
Location and Working Pattern
This post can be based at Gyle Square, Edinburgh or Delta House, Glasgow.
This is a national role, with hybrid working available. The postholder will need to work flexibly and travel within Scotland when required, including occasional overnight stays (once or twice a year).
The work pattern for this post is Monday to Friday, 36 hours per week.
PSD Scotland is a remote-friendly employer with colleagues based throughout Scotland. We support hybrid and office-based working arrangements where possible and welcome discussions about alternative working patterns during the application process.
It is a condition of this employment that you must live and remain a resident within the UK and have entitlement to work in the UK for the post in which you will be employed.
