Policy Officer
Location: London or Manchester
Salary: £33,494, subject to an expected c.3.5% pay increase
Contract: Permanent, Full-time
Working pattern: Hybrid – minimum two days per week in the office
We are working exclusively with a national organisation representing the interests of transport users to recruit a Policy Officer to join its policy team.
This is an excellent opportunity to work across a broad range of transport policy, helping to develop clear, evidence-based positions on issues affecting users across Britain. Working within a highly collaborative policy team, you will monitor developments across the transport sector, analyse complex policy issues and help develop the organisation's response. You'll work closely with colleagues across research, insight and communications, as well as building relationships with external stakeholders.
You don't need to be a transport policy specialist from day one, but you will need strong policy skills, an interest in the sector and the ability to quickly get to grips with new and complex subjects.
The role
You will work across the organisation and with key external stakeholders to develop clear and aligned policy positions across different modes of transport.
Your responsibilities will include:
Policy analysis
- Monitor, analyse and distil relevant policy and regulatory developments across the transport sector
- Work with colleagues to understand what developments mean for transport users and support the development of appropriate responses
- Help produce policy documents, reports and other material for publication
- Develop draft policy positions on emerging national, regional and local transport issues
- Provide advice on transport policy, drawing on the latest evidence, research and analysis
- Develop a broad understanding of the challenges and opportunities facing the transport sector and their impact on users

Stakeholder engagement and communications
- Build and maintain strong relationships with internal and external stakeholders
- Help communicate the organisation's position on complex policy issues clearly and effectively
- Prepare and deliver briefings and presentations
- Represent the organisation at relevant forums, panels and events
- Work with colleagues to identify opportunities for further research and policy development
- Collaborate with research, insight, communications and other teams to maximise the impact of policy work
Planning and project management
- Support the planning, commissioning and delivery of the organisation's policy programme
- Deliver projects covering different transport modes and policy themes
- Manage competing priorities while remaining responsive to external political, regulatory and industry developments
- Work as part of multidisciplinary teams to integrate transport policy into wider projects
- Contribute to projects and workstreams beyond your immediate team where appropriate
About you
We are looking for someone with a strong grounding in policy who is comfortable analysing complex information, developing recommendations and working collaboratively with a wide range of stakeholders.
You will ideally have:
- Experience and understanding of policy development, including producing analysis and recommendations
- The ability to quickly read, analyse and summarise large amounts of complex information
- Strong written and verbal communication skills, including presenting and briefing
- Experience of stakeholder engagement and relationship management
- The ability to work collaboratively and coordinate activity across different teams
- Experience managing and delivering multiple projects and priorities
- The ability to think strategically, creatively and critically about how best to achieve an objective
- An interest in transport and an understanding of some of the challenges facing the sector
- An inquisitive approach and willingness to challenge established thinking and explore new ideas
- A positive approach to change and organisational development
- A willingness to contribute across the organisation rather than working solely within your immediate remit

Previous experience specifically within transport would be useful, but is not essential. What's more important is the ability to understand policy quickly, work confidently with evidence and develop clear positions and recommendations.
Salary and benefits
- £33,494, subject to an expected c.3.5% pay increase
- Permanent, full-time position
- 30 days' annual leave plus bank holidays
- Hybrid working, with a minimum of two days per week in either the London or Manchester office
