The Team
The Pollution & Housing Team are a busy front-line service responsible for the enforcement of Housing, Pollution, Caravan Site Licensing, Environmental Crime, Private Water Supplies and Dog Control.
The Role
We are looking for a Technical Officer to undertake public health investigations, provide pollution and housing advice to members of the public and businesses, investigate complaints, deal with service requests, sampling, HMO inspections, caravan sites inspections and the investigation of dog related issues, including the collection of stray dogs, as and when required. The role will also include, from time to time, as and when required the need to work unsociable hours.
You will have sound knowledge of the legislation, codes of practice and guidance relating to Housing, Environmental Crime and Pollution, together with the ability to investigate complaints and undertake inspections independently. You will have a broad and complex case load and will represent the service in a multidisciplinary team, being able to undertake all public health functions to ensure our residents are living in a safe and healthy environment.
You will have excellent interpersonal skills and have excellent communications and negotiation skills. You will have experience of dealing with a variety of customers, partners and other organisations, as well as the ability to manage competing priorities and remain calm under pressure.
Along with your own workload you will also support Senior Officers in investigations, gathering evidence and taking statements. In addition, you will have a track record of working collaboratively with internal and external partners, demonstrating good outcome focussed customer care and communication skills to identify solutions and creative approaches to complaints. You will have the ability to be an excellent team player and can take an organised approach to your own workload whilst dealing with conflicting priorities, to ensure customer service focused approach.

The role will also require, where necessary the use of the full range of legal enforcement powers available, including the service of notices, Fixed Penalty Fines, the preparation of prosecution files and the presenting of evidence in court to deliver positive outcomes.
With a large and diverse range of premises and activities there is a varied workload but if you are committed to public health, enthusiastic, motivated and diligent, experienced and have the skills to support us then we would love to hear from you.
Due to the nature of the role, you will need a full UK driving licence and access to a car while at work and will primarily be based at Coed Pella, Colwyn Bay.
