Overview The Data & Quality Analyst supports data collection, performance measurement, quality improvement, evaluation, and reporting for several Rural Health Transformation Program (RHTP) grant initiatives. This position serves as a key data resource for project teams and leadership, ensuring that accurate, timely, and actionable information is available to support grant objectives, program evaluation, required reporting, and continuous quality improvement.

The analyst collaborates with clinical, operational, community-based, and grant management staff to establish data collection processes, maintain program registries, monitor performance measures, create dashboards and reports, and translate complex findings into clear information for diverse audiences.

Responsibilities

Data Collection and Management

  • Develop and maintain processes for collecting, validating, and managing program data across grant initiatives.
  • Extract, compile, and analyze data from electronic health records, population health platforms, community partner data sources, screening tools, and other databases.
  • Maintain participant registries and tracking systems.
  • Monitor data quality, completeness, consistency, and accuracy; investigate and resolve discrepancies.
  • Develop and maintain data dictionaries, report specifications, and process documentation.
  • Coordinate data-collection and sharing activities with program partners in accordance with applicable requirements.

Performance Measurement and Reporting

  • Track grant deliverables, outcome measures, process measures, and key performance indicators.
  • Develop routine and ad hoc reports for program teams and external stakeholders.
  • Create dashboards and data visualizations to support monitoring of program performance.
  • Identify trends, gaps, risks, and opportunities for improvement.
  • Support preparation of monthly, quarterly, annual, and other grant-required reports.
  • Assist with reporting required by funding and oversight agencies, as applicable.

Quality Improvement and Program Evaluation

  • Support continuous quality improvement activities for RHTP initiatives.
  • Work with clinical and operational teams to support workflow and outcome improvement opportunities.
  • Develop performance scorecards and monitoring tools.
  • Assist with development and monitoring of logic models, evaluation plans, and outcome measurement frameworks.
  • Act as liaison to outside evaluation partners to understand data needs, source and transfer data required for evaluation.

Compliance and Confidentiality

  • Maintain compliance with the State of Delaware, HIPAA, organizational privacy policies, data governance requirements, and grant requirements.
  • Maintain documentation supporting audits, monitoring activities, and program evaluations.
  • Protect the confidentiality, integrity, and appropriate use of patient, participant, and partner data.

Qualifications

Education & Experience

Required

  • Bachelor's degree in Public Health, Healthcare Administration, Health Informatics, Data Analytics, Statistics, Epidemiology, Information Systems, Nursing, or a related field.
  • Minimum of three years of experience in healthcare analytics, population health, quality reporting, program evaluation, or a related healthcare data function.
  • Experience working with electronic health records, preferably Epic, and healthcare datasets.
  • Demonstrated experience and advanced proficiency in Microsoft Excel, including pivot tables, formulas, dashboards, charts, and data analysis functions.
  • Proficiency in Microsoft Office Suite, with experience utilizing Teams and SharePoint for collaboration, data management, and document sharing.

Preferred

  • Master's degree in Public Health, Health Informatics, Data Analytics, or a related discipline.
  • Experience supporting grant-funded programs, population health, chronic disease management, food insecurity initiatives, community health, or value-based care.
  • Experience with Power BI, Tableau, SQL, SAS, or another reporting and analytics tool preferred.

  • Strong analytical, critical-thinking, and problem-solving skills.
  • Ability to interpret healthcare, operational, and performance data.
  • Knowledge of quality improvement methods and healthcare quality measures.
  • Excellent written, verbal, presentation, and interpersonal communication skills.
  • Strong attention to detail and commitment to data accuracy.
  • Ability to manage multiple priorities and meet reporting deadlines.
  • Ability to work independently and collaboratively across departments and partner organizations.

Other Information

The salary for this position is established through grant funding and has been approved as part of the program budget. As a result, the posted salary of $75,000 is fixed and cannot be negotiated. Employment is contingent upon the continued availability and renewal of grant funds.
