How HMRC fulfils this role is changing through a large scale transformation programme. An element of this is the Compliance Transformation Portfolio delivering a bold and complex package of change designed to reshape how tax compliance outcomes are achieved across the organisation. Strategically aligned to HMRC’s wider objectives the portfolio encompasses a diverse range of initiatives from digitising case management and enhancing risk identification to modernising data infrastructure and onboarding new capabilities. With a roadmap that spans five years, the portfolio is focused on delivering tangible benefits, including improved yield collection, operational efficiency, and customer experience.

As part of the Transformation Portfolio Office (TPO) within Compliance Group (CCG) Transformation Directorate (TD), the benefits team assurance and provides insight on the benefits that CCG will realise from the Portfolio.

Job Description

The Portfolio Benefits Analyst is responsible for collating, analysing and presenting complex benefits management data for Compliance Transformation Portfolio programmes and projects. Working with key stakeholders across programme, project, and portfolio teams to ensure that data is accurate, comprehensive, up to date and accessible. Maintaining and developing data capture tools, reporting outputs and manage information resources. Ensuring that high quality regular and adhoc benefits reporting is produced to agreed standards and deadlines. Presenting data in meaningful ways for different audiences that highlights trends, potential risks and opportunities. Providing clear, evidence-based insights to support effective decision-making.

The role requires organisation, attention to detail and the ability to deliver agreed outcomes in a fast-paced environment where there are competing priorities and ambiguity.

Person Specification

Responsibilities

  • Attention to detail, enabling you to identify, collate, and validate the accuracy of benefits data for the portfolio.
  • Analysing complex data to Identify trends, risks and opportunities for benefits realisation across the portfolio.
  • Delivering high quality regular and ad hoc benefits reporting to agreed deadlines.
  • Tracking benefits realisation across the portfolio, throughout the project lifecycle and beyond.
  • Coordinating the storage, use and access to data and information assets.
  • Translating complex information to support engagement with a range of stakeholders at different levels of seniority and background.
  • Organised and able to manage multiple competing priorities and challenging deadlines in an environment with a degree of ambiguity.
  • Constructively challenging programme and project benefits management and measurement approaches in support of portfolio benefits assurance.

Essential Criteria

  • Experience of analysing and interpreting complex data using numerical reasoning skills to identify trends, risks and opportunities that support informed decision-making.
  • Experience of managing and assuring the accuracy, quality, and integrity of data, including performance, delivery, benefits, or financial information.
  • Strong communication skills, with the ability to present complex data and insights clearly through written, verbal, and visual formats for diverse audiences.
  • The ability to manage competing priorities and work to tight deadlines in an evolving and ambiguous environment.
  • Experience of working collaboratively with a wide range of stakeholders across different teams and levels of seniority to resolve issues and deliver outcomes.
  • Practical proficiency in Microsoft Products, including Excel, for data analysis, reporting and information management.

Desirable Criteria

  • Holding or being willing to work towards APMG Managing Benefits foundation qualification.
  • Working in a Portfolio Office environment.
  • A working knowledge of Power BI would be an advantage.

Moves Adjustment Payment will be available for this role, provided the successful applicant is a current HMRC colleague in Bradford and meets the eligibility requirements outlined in the HMRC’s Moves Adjustment Payment guidance.

How To Apply

As part of the application process, you will be asked to provide the following:

  • A name-blind CV including job history up to 4 previous roles, outlining skills and experience (150 words max, per role).
  • A 750-word Personal Statement. Your Personal Statement should be used to describe how your skills and experience would be suitable for the advertised role, making reference to the Essential Criteria and Person Specification outlined in the advert.

Please evidence any Desirable Criteria where applicable (up to 250 words max). This is not essential for the role but may be considered by the vacancy holder where candidates have the same score at interview.

Prior to applications being sifted candidates will be asked to complete an additional IKM assessment. Candidates will be sent details of the assessment once the advert has closed. This assessment is a pass or fail, and only those who pass will be considered at the sift stage.

Sift

In the event of a large number of applications being received, an initial sift will be held on your Personal Statement only.

At full sift your Personal Statement and CV will be assessed, with the successful candidates being invited to interview.

Interview

During the panel interview, you will be asked to prepare and present a 10-minute experienced based Presentation relating to the advertised role, further information will be provided regarding this if candidates pass the sift stage.

Interviews will take place via video link. Sift and interview dates to be confirmed.
