Role Overview

The Portfolio Manager is responsible for the overall delivery, performance, and strategic oversight of an assigned portfolio of engineering projects, typically aligned to a key client or framework.

The role ensures projects are delivered safely, on time, to the required quality, and within commercial objectives, while maintaining strong client relationships, driving repeat business, and supporting portfolio growth.

Key Responsibilities

Portfolio Delivery & Performance

  • Own portfolio performance across programme, quality, cost, and risk.
  • Monitor KPIs including delivery, utilisation, margins, and client satisfaction.
  • Identify portfolio-level risks, issues, and dependencies and drive mitigation.
  • Ensure consistent delivery standards and governance across projects.

Client & Commercial Management

  • Act as the senior point of contact for key clients.
  • Build strong, long-term client relationships and lead client reviews.
  • Identify opportunities for repeat business and portfolio growth.
  • Oversee revenue, margins, forecasting, variations, change control, and cash flow.
  • Ensure delivery aligns with contractual requirements, including NEC frameworks.

Leadership & Governance

  • Provide leadership to Project Managers, Technical Project Managers, and engineering teams.
  • Coordinate engineering, commercial, and operational teams.
  • Support resource planning and portfolio-level workload management.
  • Ensure compliance with HMF QA, governance, and client requirements.
  • Oversee risk registers, reporting, project records, audits, and assurance activities.

Business Growth

  • Support bids, tenders, frameworks, and strategic client development.
  • Identify opportunities to expand HMF services across existing and new clients.
  • Provide input into market and client strategy.

Minimum Requirements

  • BE/BEng degree in Civil Engineering, Electrical Engineering, or a related discipline.
  • 8+ years' experience in engineering project delivery, project management, or a similar role.
  • Experience managing multidisciplinary engineering teams within the UK power, energy, or infrastructure sector.
  • Experience with NEC / NEC-style contracts and frameworks.
  • Strong client-facing, commercial, and leadership experience.
  • CEng or working towards chartership strongly preferred.
  • MSc/MBA and formal project management qualification are desirable.
