The GSMA’s Advocacy campaigns create distinctive portfolio management challenges that require forward-looking vision, robust delivery planning and strong stakeholder coordination. The department’s top priority is to support enabling policy and regulatory environments that allow people, industry and society to thrive. The team governs, manages and reports on project progress at all levels, providing critical project management expertise across the wider GSMA Advocacy department. This enables teams to engage effectively with governments and regulators around the world and deliver results that advance the interests of the mobile industry.

This role will play an important part in supporting the high-impact delivery of the World Radiocommunication Conference campaign, with a particular focus on two pivotal industry events in 2027.

About the Team

The team brings together professionals from project coordinators to portfolio managers, working through matrixed teams to deliver results for our members. This role will be matrixed into the Spectrum team to support the planning and delivery of the WRC and CPM portfolio of work.

About the role

As part of the Advocacy team, the Portfolio Manager will strategically manage activities that deliver results across multiple portfolios, planning and executing projects that support GSMA’s key objectives.

  • Implement key strategic activities, supported by effective resource planning, to drive results for WRC-27
  • Manage and lead multiple activities to deliver results for the WRC-27 campaign
  • Manage and ensure delivery of cocktail receptions, lunchtime seminars, stand build and stand management for and during CPM27-2 and WRC-27
  • Develop and deliver Advocacy plans, accurately assessing budget, time and cost requirements
  • Oversee the execution of deliverables and maintain the strategic focus of the Spectrum portfolio to achieve desired outcomes
  • Capture and report on key results, producing high-quality reports for business leads and senior management
  • Apply and communicate risk management approaches to senior stakeholders, advising on appropriate mitigations to support effective decision-making

About You

The ideal candidate will bring the following qualities and experience:

  • Tenacious and driven to achieve best-in-class results, using appropriate and effective project management practices
  • Confident working with Asana and accredited with project management methodologies
  • Experience delivering global portfolios
  • Able to adapt skills and management approaches in a changing environment, applying strong portfolio and change management capabilities
  • Proven stakeholder planning and management skills, demonstrated through effective communication, planning and execution with internal and external multinational stakeholders
  • Experience working in international and cross-cultural environments, including the delivery of on-the-ground events
  • Strong escalation and stakeholder management skills, ensuring issues are identified and raised in time for mitigations to be applied
  • Able to lead complex projects and portfolio-level activities, achieving ambitious goals through effective resourcing and management
  • Well versed in procurement and contract management, with strong commercial acumen
  • Role models the GSMA’s values, contributes to a positive working environment and can be relied upon to consistently follow through on commitments
