Job Summary

The work of NHS Blood & Transplant (NHSBT) impacts on a huge proportion of the population. Every month, we gather thousands of units of blood for transfusion purposes, and we work tirelessly to enable the retrieval and transportation of organs and tissues to the optimal patient. Digital, Data and Technology Services play a vital part in this work. Technology programmes don’t get much more important than this and we are currently on a journey to modernise the technology that underpins the UK blood supply chain, to support the wider NHS and our donors and patients. In a fast paced, agile environment, you’ll help us build new capabilities and deliver real technology change, faster and more effectively than ever as we support the realisation of NHSBT’s core mission of saving and improving more lives.

Main duties of the job

The Portfolio PMO Manager will act as the lead expert and champion of the Portfolio, Programme and Project Methodologies (P4) and its associated product suite in order for the Blood & Donor Digital Portfolio to deliver the agreed change aligned to Business Strategy in the most controlled, effective and efficient way. This includes the new automated reporting tool, Verto. It will be the responsibility of this postholder to continuously improve the alignment of the P4 methodology within the portfolio and product centre. To support the management of a portfolio with a £30M+ budget and ensure all programme and project reporting is completed on time and with a high degree of accuracy and communicated to the various portfolio governing bodies (including NHSBT board and executive level).

You will lead on the management and continuous improvement of the portfolio management strategy, products and processes across the Blood and Donor Digital portfolio, in alignment with the NHSBT P4 methodology. This includes governance and reporting, risk and issues, and budget management across the portfolio and the programmes, projects and product centres within it.

You will also be expected to line manage the PMO Administrators to efficiently and effectively support the delivery teams working within the change portfolio.

You may be required to undertake travel and spend time away from base to meet the requirements of the post on a regular basis (with appropriate prior notice).

About You

Experience and Knowledge

  • Extensive knowledge and proven experience of Programme Management to Cabinet Office (OGC) “Managing Successful Programmes (MSP) Practitioner certification or equivalent.
  • Extensive knowledge and proven experience of Project Management to Cabinet Office (OGC) PRINCE2 Practitioner certification or equivalent.
  • Proven experience supporting the management, budgeting and forecasting for large scale budgets
  • Knowledge and proven experience of working in multiple project methodologies (e.g. Agile, Waterfall, Product focussed)
  • Extensive knowledge and experience of Microsoft Office products, particularly Microsoft Word, PowerPoint Excel & MSProject.
  • Proven experience of line management.
  • Proven experience of facilitating project and programme workshops.
  • Experience of operating in various PMO models from Project Office, to Programme Office and Portfolio Offices.

Qualifications And Training

  • Educated to a Degree Level.
  • Educated to a post graduate level or equivalent demonstrable experience to post grad level
  • Cabinet Office (OGC) PRINCE 2 Practitioner certification or industry standard equivalent qualification.
  • Cabinet Office Office of Government Commerce (OGC) Management of Successful Programmes (MSP) Practitioner certification or equivalent knowledge and experience.
  • Demonstrate commitment to own Continued Professional Development (CPD).
  • Possess a valid driving licence allowing the holder to drive in the UK.
