Power BI Technical Architect
Whitehall Resources require a Power BI Technical Architect to work with a key client on a 5 month initial contract.
*Candidates are required to be eligible for SC clearance.
*This role will require travel/site visits across Somerset/Bristol/London/West Midlands.
*Inside IR35.
Overview
We are seeking an experienced, client-facing Power BI Technical Architect to shape, lead and assure the design and delivery of enterprise-grade business intelligence, reporting and analytics solutions across the programme.
You will define the technical architecture for Power BI and associated Microsoft data-platform services, ensuring solutions are secure, scalable, performant and supportable. You will provide hands-on technical leadership across data modelling, semantic models, reporting, governance and deployment, working closely with product, data engineering, security, DevSecOps and delivery teams.
This role requires strong experience of Microsoft Power BI, Azure data services and modern data-platform patterns, alongside the ability to translate business and user needs into practical, governed analytics solutions.
Key Responsibilities
Architecture Leadership & Strategy
- Define, own and evolve the Power BI technical architecture, roadmap, standards and design patterns aligned to programme and business objectives.
- Lead end-to-end architecture for Power BI reporting and analytics solutions, from source-data integration through semantic modelling, visualisation, deployment and operational support.
- Translate business, user and data requirements into scalable, resilient and secure technical solutions.
- Ensure alignment between enterprise architecture, data strategy, delivery objectives and long-term platform strategy.
Power BI & Data Platform Delivery
- Design and govern Power BI workspaces, apps, datasets/semantic models, dataflows, reports and dashboards.
- Define robust data-modelling patterns, including star schemas, reusable semantic models, measures and DAX standards.
- Lead the integration of Power BI with enterprise data sources and Azure data services, including Azure SQL, Data Lake, Fabric, Synapse or equivalent services where applicable.
- Establish approaches for performance optimisation, refresh design, capacity management, monitoring and troubleshooting.
- Guide engineering teams through implementation, technical assurance and resolution of complex data and reporting issues.
- Lead the architecture and assurance of Power BI connectivity to Oracle Autonomous Database via DirectQuery and On-Premises Data Gateway, ensuring compliance with security, performance, and operational requirements within the BMfS environment.

Governance, Security & Compliance
- Establish and enforce architecture principles, reporting standards, governance processes and lifecycle controls for Power BI.
- Ensure solutions are secure by design and comply with security standards, technical standards and organisational policies.
- Define and assure role-based access control, row-level security, workspace governance, data classification and audit requirements.
- Embed data quality, lineage, documentation, risk management and quality assurance practices across the solution lifecycle.
Delivery Assurance & Collaboration
- Provide architectural oversight across the full delivery lifecycle, ensuring solutions are production-ready, maintainable and operationally sustainable.
- Collaborate with data engineers, software engineers, DevSecOps, security, service support and product teams to ensure successful implementation.
- Contribute to agile planning, technical estimation, design reviews and delivery assurance.
- Document architecture decisions, standards, processes and operational runbooks in Confluence.
Stakeholder Engagement & Capability Development
- Act as a trusted technical advisor to client and internal stakeholders.
- Communicate complex data and technical concepts clearly to technical and non-technical audiences.
- Mentor Power BI developers, data analysts and engineers; promote reusable patterns, knowledge sharing and continuous improvement.
- Assess emerging Microsoft data and analytics capabilities and recommend their relevance to the programme.

Key Skills and Experience
Essential
- Proven experience as a Power BI Technical Architect, Solution Architect or senior Power BI technical lead in complex enterprise environments.
- Experience integrating Power BI with Azure and enterprise data platforms, such as Azure SQL, Azure Data Lake, Microsoft Fabric, Azure Synapse Analytics or equivalent.
- Deep hands-on expertise in Power BI, including semantic models/datasets, DAX, Power Query, dataflows, workspace/app design, deployment pipelines and administration.
- Strong experience designing dimensional data models, reusable reporting layers and performant analytical solutions.
- Strong understanding of Power BI governance, security and administration, including row-level security, tenant/workspace controls, data classification and audit requirements.
- Experience implementing CI/CD and source-control practices for Power BI and data-platform assets.
- Knowledge of data quality, metadata, lineage and data-governance principles.
- Experience delivering in Agile environments and using tools such as Jira and Confluence.
- Demonstrated ability to work across cross-functional and distributed teams.
- Strong facilitation, communication, stakeholder-management and influencing skills.
- Experience delivering within the UK Government Digital Service lifecycle or another public-sector engagement.
Highly Desirable
- Experience delivering data and analytics services within a secure government environment.
- Experience with Microsoft Fabric, Azure DevOps, Azure Data Factory, Databricks, SQL Server and data-lakehouse patterns.
- Knowledge of secure-by-design, JSP453, DevSecOps and Infrastructure as Code practices.
- TOGAF, Azure Solutions Architect, Microsoft Power BI Data Analyst or other relevant architecture/data certifications.
- Knowledge of, and familiarity with, stages across the Systems Development Lifecycle (SDLC).
- Experience of producing High-Level Designs from requirements.
- Experience of Oracle Cloud Environment (OCE)
