Bilfinger is looking for a Pre Commissioning Work Pack Engineer to join us on Hinkley Point C.
Role Overview
Responsible for developing, coordinating, and managing pre‑commissioning work packs to ensure systems and equipment are prepared, tested, and verified in readiness for commissioning activities.
Key Responsibilities
- Prepare detailed pre‑commissioning work packs, including scope, drawings, test procedures, and safety documentation.
- Coordinate with engineering, construction, and commissioning teams to define system boundaries, test requirements, and completion criteria.
- Ensure all pre‑commissioning activities comply with project specifications, quality standards, and regulatory requirements.
- Review and interpret P&IDs, system flow diagrams, isometrics, and equipment datasheets.
- Support the planning and sequencing of pre‑commissioning activities to align with project schedules and system handover milestones.
- Track progress of pre‑commissioning deliverables and maintain accurate records within completion systems (e.g., CMS, ITPs, check-sheets).
- Participate in field walkdowns, punch‑listing, and readiness reviews.
- Liaise with the client, commissioning teams, and other contractors to resolve technical or system boundary issues.
- Ensure documentation is complete and accurate for system turnover packages.
- Develop Bill of Materials (BOM) and coordinating with design and procurement teams to ensure tools, consumables, and parts are available before work starts.
- Define requirements for temporary equipment needed to conduct pressure test.
- Integrating Risk Assessments and Method Statements (RAMS) and ensuring all tasks meet technical, safety, and regulatory standards.
- Support Installation and Commissioning teams.

Experience – Mandatory
- Experience working in a pre commissioning, commissioning, or system completion role on large industrial, energy, or infrastructure projects.
- Strong understanding of mechanical, piping, or process engineering principles.
- Ability to read and interpret P&IDs, isometrics, system boundaries, and engineering drawings.
- Experience preparing or managing work packs (construction, pre commissioning, or commissioning).
- Knowledge of system handover processes, ITPs, test procedures, and quality documentation.
- Good understanding of industry standards and safe working practices.
- Proficiency with completion management systems (e.g., CMS, MCPlus, GoCompletions, or similar).

Experience – Desirable
- Experience working on nuclear, oil & gas, power generation, or major infrastructure projects.
- Prior experience working at Hinkley Point C or within a highly regulated environment.
- Knowledge of hydrostatic testing, flushing, cleaning, leak testing, or mechanical completion processes.
- Understanding of commissioning workflows, LOTO procedures, and system energisation requirements.
- Experience with digital work pack systems or structured handover platforms.
- Knowledge of AVEVA 3D software suite, Blueabeam, MS Visio
- Experience working in multicultural environment
- Training or certification in joint integrity/bolting (e.g., ECITB MJI10/18/19, Bolt Tightening, or similar).
- HNC/HND or degree in Mechanical, Process, or Piping Engineering.
- Familiarity with leak testing, hydrostatic testing, nitrogen/helium testing, or mechanical completion workflows.
