We are looking for a Pre-Construction Manager to lead our Building Fabric pre-construction activity across the South West — owning the full bid process from enquiry through to submission, delivering high-quality tenders, and converting pipeline into won work. Reporting to the Head of Pre-Construction, you will take responsibility for the quality, accuracy, and competitiveness of everything that leaves your desk.

This is a commercially focused leadership role. You will manage and develop the pre construction team in your region, work closely with our estimating, design, procurement, and delivery teams, and build the client and consultant relationships that drive Harmony’s growth across the South West.

Key Responsibilities

  • Lead and own the pre-construction function across the South West — managing the full bid lifecycle from initial enquiry, through take-off and pricing, to submission and post-tender negotiation.
  • Produce and sign off high-quality, competitive tender submissions for building fabric and passive fire works, ensuring every bid is accurate, compliant, and compelling.
  • Manage and develop the South West pre-construction team — setting standards, mentoring APCMs, and building a high-performing function.
  • Work closely with the estimating and design teams to ensure bids are fully scoped, accurately priced, and technically sound.
  • Build and maintain strong relationships with clients, consultants, and specifiers across the South West — positioning Harmony as the partner of choice for building fabric works.
  • Manage the live bid tracker for your region, ensuring accurate pipeline reporting and timely submissions across all live opportunities.
  • Support the handover of won projects to the delivery team, ensuring pre-construction information is transferred clearly and completely.
  • Provide market intelligence and client feedback to the senior leadership team — informing pricing strategy, target sectors, and business development activity.
  • Monitor and improve pre-construction processes, tools, and templates to drive efficiency and submission quality across the team.
  • Attend client meetings, site visits, and pre-tender interviews as required, representing Harmony professionally and credibly.

Skills, Knowledge & Expertise

  • An A-player mindset — high standards, extreme ownership and the drive to do things properly, the first time.
  • Proven experience in a pre-construction or estimating management role within building fabric, passive fire protection, fire doors, firestopping, or a closely related construction discipline.
  • Strong commercial acumen — able to price accurately, manage margin, and identify risk and opportunity within bids.
  • Track record of winning work — experience converting pipeline into won contracts through high-quality submissions and strong client relationships.
  • Experience managing or mentoring a pre-construction team.
  • Excellent communication and stakeholder management skills — confident engaging with clients, consultants, and senior colleagues.
  • Highly organised and deadline-driven — able to manage a busy bid pipeline without compromising on quality.
  • Proficient in Microsoft 365 — particularly Excel, Outlook, Word, and Teams.
  • South West-based or within commutable distance of Yeovil, and available full time.
  • Full UK driving licence.
