Job Description

Pre-Construction Manager

Location: Based from either our Walsall, Warrington, or Trafford office.

We are seeking a highly skilled and experienced Pre-Construction Manager to join our team. In this pivotal role, you will lead all aspects of the pre-construction phase, ensuring projects are set up for success from day one.

Experience in planned works is essential, along with a proven background in refurbishment, retrofit, and high-rise residential schemes.

Technical & Industry Expertise

We’re looking for someone with strong technical capability, including:

  • In-depth knowledge of fire safety regulations:
    • Building Safety Act 2022
    • Approved Document B
    • PAS 9980
    • BS 8414
  • Experience in design coordination and value engineering during pre-construction.
  • Strong ability to interpret, critique, and challenge architectural and engineering drawings.
  • Experience providing pre-construction input on:
    • Refurbishment projects
    • Retrofit schemes (including energy efficiency and decarbonisation)
    • High-rise buildings

Project & Commercial Acumen

Proven Capability In Early-stage Project Planning, Including:

  • Scope definition
  • Risk identification & mitigation
  • Programme development

Strong Understanding Of:

  • Procurement strategies
  • Supply chain engagement
  • Supporting QS teams with cost planning and budget development

Experience Working With:

  • Public sector clients
  • Framework agreements
  • GLA and DLUHC-funded schemes

Stakeholder & Team Management

Excellent Communication And Coordination Skills With:

  • Clients
  • Design consultants
  • Fire engineers
  • Internal commercial, design & delivery teams

Key Responsibilities Include

  • Leading design team meetings
  • Driving progress and decision-making
  • Supporting bid submissions and client presentations
  • Cross-functional collaboration to ensure design, compliance & delivery alignment

Regulatory & Compliance Awareness

A Strong Understanding Of:

  • Building Control processes, including Gateway 2 submissions
  • Golden Thread principles and digital record-keeping
  • Resident engagement requirements under the Building Safety Regulator

Qualifications

  • Degree in Construction Management, Architecture, Engineering, or similar.
  • Membership of CIOB, RICS, or similar professional body.
  • Proficiency in tools like:
    • MS Project
    • BIM platforms (e.g., Revit, Navisworks)
    • Document control systems (e.g., Aconex)
