Job Description
Pre-Construction Manager
Location: Based from either our Walsall, Warrington, or Trafford office.
We are seeking a highly skilled and experienced Pre-Construction Manager to join our team. In this pivotal role, you will lead all aspects of the pre-construction phase, ensuring projects are set up for success from day one.
Experience in planned works is essential, along with a proven background in refurbishment, retrofit, and high-rise residential schemes.
Technical & Industry Expertise
We’re looking for someone with strong technical capability, including:
- In-depth knowledge of fire safety regulations:
- Building Safety Act 2022
- Approved Document B
- PAS 9980
- BS 8414
- Experience in design coordination and value engineering during pre-construction.
- Strong ability to interpret, critique, and challenge architectural and engineering drawings.
- Experience providing pre-construction input on:
- Refurbishment projects
- Retrofit schemes (including energy efficiency and decarbonisation)
- High-rise buildings

Project & Commercial Acumen
Proven Capability In Early-stage Project Planning, Including:
- Scope definition
- Risk identification & mitigation
- Programme development
Strong Understanding Of:
- Procurement strategies
- Supply chain engagement
- Supporting QS teams with cost planning and budget development
Experience Working With:
- Public sector clients
- Framework agreements
- GLA and DLUHC-funded schemes
Stakeholder & Team Management
Excellent Communication And Coordination Skills With:
- Clients
- Design consultants
- Fire engineers
- Internal commercial, design & delivery teams
Key Responsibilities Include
- Leading design team meetings
- Driving progress and decision-making
- Supporting bid submissions and client presentations
- Cross-functional collaboration to ensure design, compliance & delivery alignment
Regulatory & Compliance Awareness
A Strong Understanding Of:
- Building Control processes, including Gateway 2 submissions
- Golden Thread principles and digital record-keeping
- Resident engagement requirements under the Building Safety Regulator

Qualifications
- Degree in Construction Management, Architecture, Engineering, or similar.
- Membership of CIOB, RICS, or similar professional body.
- Proficiency in tools like:
- MS Project
- BIM platforms (e.g., Revit, Navisworks)
- Document control systems (e.g., Aconex)
