A growing regional house builder is looking to appoint a Pre-Development Engineer to join its Technical team, based in Lancashire.

The business is currently on an exciting growth journey, with a strong pipeline of new developments across the region. This is an excellent opportunity for an experienced engineer to play a key role in supporting developments from the early land acquisition and feasibility stages through to planning, tender, construction and technical approvals.

The role will involve preparing and reviewing technical engineering information, delivering detailed engineering viability assessments and supporting the preparation of tender and construction engineering packages.

Key Responsibilities

  • Attend and contribute to project team meetings from project inception through to site completion.
  • Assist with the selection and appointment of external consultants, including engineering designers, site investigation and survey specialists.
  • Manage and collaborate with external consultants to deliver:
    • Engineering input into site viability assessments.
    • Constraints and opportunities assessments.
    • Engineering appraisals to achieve optimum value.
    • Planning submission packages.
    • Engineering tender and construction packages, including roads and sewers, external levels, private drainage, foundations, structures, street lighting and other engineering elements.
    • Multi-utility procurement and coordination.
    • Discharge of planning condition packages.
    • Technical approvals to enable site starts.
  • Undertake the Designer duty-holder role in accordance with current CDM regulations.
  • Liaise with external authorities, including Highways, Sewerage Undertakers, the Environment Agency and NHBC, developing strong relationships and securing the best outcomes for each project.
  • Work closely with Road & Sewer and Groundworks contractors throughout the design process to identify opportunities for value engineering and cost efficiencies.
  • Undertake thorough drawing checks to ensure high-quality engineering information is produced for tender and construction.
  • Secure S38 and S104 legal agreements and support the adoption process.
  • Engage with relevant external authorities to obtain the necessary approvals and sign-offs.

The successful candidate will ideally have:

  • HNC or BSc in Civil Engineering, Construction or a related discipline.
  • Previous pre-development engineering experience within the housebuilding sector, or a relevant contracting or consultancy background.
  • Experience working across multiple sites and projects.
  • Excellent attention to detail and strong communication skills.
  • The ability to work effectively as part of a team while also working independently.
  • Strong AutoCAD and Microsoft Office skills.
  • Good commercial awareness, with the ability to link engineering design decisions to cost and value.
  • A strong understanding of the regulations and legislation influencing engineering design.
  • A tenacious, resilient and solutions-focused approach.
