Pre-operations Capability and Training Lead
Location
Bristol or Gloucester preferred. We also welcome applications from candidates based in London, Manchester, Leiston, and Ipswich with flexible hybrid working arrangements available.
Contract
Permanent, full-time
Salary
Starting from £66,000 depending on experience, plus bonus and excellent benefits.
Benefits
- Annual Leave: 28 days per annum, increasing to 30 days after 5 years of service, plus bank holidays
- Bonus: 5% annual bonus
- Pension Contributions: Defined Contribution Pension Scheme with up to 7.5% employee contribution, 15% employer contribution
- Life Assurance: Up to 8 x salary

The Opportunity
This is a unique opportunity to shape the future workforce of one of the UK's most significant infrastructure projects.
Reporting to the pre-operations Resource and Capability Manager, you will lead the development and delivery of workforce capability strategies that ensure the organisation has the talent, competence, and readiness required to achieve key operational milestones.
Working closely with HR, the Nuclear Skills Alliance (NSA), Programme Leads, and key operational stakeholders, you will drive the creation of capability frameworks, development pathways, and training strategies that underpin future operational success.
More than a training role, this is an opportunity to help build the future operating organisation, ensuring the people, skills, and expertise are in place to safely and successfully support Sizewell C for years to come.
What you’ll be doing
- Shape and deliver the workforce capability strategy that supports Sizewell C's transition from construction through commissioning and into commercial operation.
- Ensure the organisation has the right people, skills, qualifications, and experience in place to meet critical operational readiness milestones.
- Partner with Programme Leads, HR, and key stakeholders to identify future workforce requirements and translate them into practical capability and development plans.
- Lead capability assessments to identify skills gaps, readiness risks, and future workforce needs, helping the organisation proactively plan for success.
- Develop and maintain the Pre-Operations Training Plan, ensuring training, development, and capability activities are aligned to future operational requirements.
- Work closely with the Nuclear Skills Alliance (NSA) and other training providers to deliver effective learning solutions, development pathways, and workforce readiness programmes.
- Build capability frameworks and development pathways that combine formal training, workplace experience, commissioning participation, qualification, and authorisation requirements.
- Monitor workforce capability, readiness risks, and training progress, providing insight, reporting, and recommendations to support governance forums and senior leadership decision-making.
- Challenge, influence, and collaborate with senior stakeholders to ensure workforce capability remains a strategic priority across the programme.
- Help create a highly capable, resilient, and safety-focused workforce ready to support one of the UK's most ambitious energy projects.

What we are looking for
We're looking for an experienced capability, training, or workforce development professional who can think strategically, influence senior stakeholders, and help build the future operating workforce for Sizewell C.
You will bring:
- Experience within workforce capability, organisational development, learning and development, operational readiness, or strategic workforce planning.
- Proven ability to develop capability frameworks, training strategies, workforce development programmes, or organisational capability plans.
- Strong stakeholder management skills, with the ability to influence and engage senior leaders across complex programmes.
- Knowledge of governance, assurance, and reporting processes.
- Strong analytical skills, with the ability to identify capability gaps, workforce risks, and future organisational needs.
- Excellent communication, presentation, and relationship-building skills.

Desirable:
- Experience within highly regulated industries such as nuclear, energy, defence, aviation, rail, or utilities.
- Understanding of competency management, SQEP requirements, or operational readiness programmes.
- Exposure to large-scale infrastructure, transformation, or major project environments.
- Knowledge of learning pathways, accreditation frameworks, or technical training environments.
- Background in working with external training providers, capability partners, or industry skills organisations.
