Pre-Construction / Bid Manager

Location: Birmingham

Working Arrangement: Hybrid / Flexible Working Available

Salary: Competitive, dependent on experience

Employment Type: Full-time

About the Role

We are seeking an experienced Pre-Construction / Bid Manager to join a leading national main contractor based in Birmingham.

This is a key role within the business, responsible for leading and managing the pre-construction and tendering process from initial opportunity through to contract award. You will work closely with clients, consultants, supply chain partners and internal teams to develop commercially robust, technically sound and compelling bids across the industrial and logistics sectors.

The successful candidate will have a strong background in pre-construction, estimating, tender management or bid management within the construction industry, ideally gained with a national or large regional main contractor delivering large-scale industrial, logistics, distribution, warehousing and associated commercial projects.

Key Responsibilities

  • Lead and manage the end-to-end pre-construction and bid process from initial tender review through to contract award.
  • Review tender documentation, drawings, specifications and employer’s requirements to identify key risks, opportunities and project requirements.
  • Develop and manage clear bid strategies, programmes and submission plans for industrial and logistics projects.
  • Coordinate input from estimating, design, commercial, planning, procurement, operations and other technical teams.
  • Manage the preparation and submission of high-quality, compliant and competitive tenders and PQQs.
  • Develop compelling written bid submissions, including methodologies, project approaches, logistics, programmes, social value and other quality responses.
  • Coordinate presentations, interviews and client engagement activities as required.
  • Work closely with the estimating and commercial teams to ensure accurate and commercially viable tender submissions.
  • Engage with the supply chain to obtain competitive and technically appropriate subcontractor and supplier proposals.
  • Identify and manage commercial, technical, programme and delivery risks throughout the bid process.
  • Lead internal tender reviews and ensure appropriate governance and approval processes are followed.
  • Build strong relationships with clients, consultants, partners and key supply chain stakeholders.
  • Support the development of project strategies and early contractor involvement opportunities.
  • Contribute to continuous improvement of bid and pre-construction processes, systems and best practice across the business.

About You

We are looking for an experienced and commercially aware professional who can take ownership of complex bids and confidently manage multiple stakeholders and competing deadlines.

You will ideally have:

  • Proven experience in a Pre-Construction Manager, Bid Manager, Senior Bid Manager, Estimator or similar role within a main contractor or construction environment.
  • Experience working on projects within the industrial and logistics sectors, such as warehouses, distribution centres, manufacturing facilities, industrial units or large-scale commercial developments.
  • A strong understanding of the UK construction industry and the tendering and pre-construction process.
  • Experience managing complex construction bids from initial review through to submission and award.
  • Excellent written and verbal communication skills, with the ability to produce high-quality bid content and present confidently to clients.
  • Strong commercial awareness and the ability to understand project risks, opportunities and financial drivers.
  • Experience coordinating multidisciplinary teams and managing internal and external stakeholders.
  • Strong organisational skills and the ability to manage multiple tenders and deadlines effectively.
  • A proactive, collaborative and solutions-focused approach.
  • Good knowledge of construction methods, procurement routes, contract strategies and project delivery.

Relevant qualifications in construction, quantity surveying, commercial management, project management or a related discipline would be advantageous, although relevant industry experience will be equally valued.
