Location: Midlands

We are looking to appoint an experienced Preconstruction Manager to join our Engineering Services team, leading preconstruction activities across the Midlands from opportunity qualification through to contract award and handover.

Working closely with regional leadership, business development, and operational teams, you will coordinate multidisciplinary bids and develop commercially robust, technically excellent, and client-focused solutions. You will bring together estimating, design, planning, commercial, and delivery expertise to create compelling submissions that support sustainable growth.

This is an excellent opportunity to influence our regional work-winning strategy, strengthen client relationships, and continuously improve how we approach preconstruction.

Key Duties

  • Lead allocated tenders from initial qualification through to contract award, developing bid programmes and coordinating compliant, compelling submissions.
  • Bring together estimating, design, planning, commercial, and operational teams, ensuring responsibilities, resources, and deadlines are effectively managed.
  • Build strong relationships with clients, consultants, and supply chain partners, acting as the primary client contact throughout the bid process.
  • Develop commercially robust tender strategies, identifying technical, programme, and commercial risks alongside value engineering opportunities.
  • Ensure a seamless handover to delivery teams, capturing commitments and lessons learned while driving improvements across regional preconstruction processes.

About You

You will be a commercially aware and client-focused preconstruction professional with experience working for an M&E contractor or building services business.

You will have a proven track record of leading bids within sectors such as healthcare, education, commercial, justice, or the wider public sector, together with a strong understanding of estimating, design management, and commercial principles. You will be comfortable coordinating multidisciplinary teams, managing several opportunities simultaneously, and working to demanding deadlines.

Strong communication, presentation, and stakeholder management skills are essential, alongside knowledge of construction procurement routes. Experience of NEC and JCT contracts, two-stage negotiated tenders, and framework procurement would be advantageous.

An HNC, HND, or degree in Building Services Engineering, Construction Management, or a related discipline is desirable, as is professional membership of CIBSE, CIOB, RICS, APM, or an equivalent body.
