Job Description
The Deployment & Governance Manager will lead deployment of the Solution across Early Adopter User Organisations and subsequent deployment waves. The role is responsible for ensuring that each User Organisation is prepared to adopt, test, validate, train, implement and operationally transition to the solution. The role acts as the primary programme lead for User Organisation deployment activities and governs readiness across people, process, technology, data, training, communications, operational support and programme controls.
Your Role
You will provide direct leadership to Senior Readiness Leads, User Organisation Deployment Leads, Governance Leads, Cutover & Transition Leads, and Readiness & Adoption Teams. You will establish a consistent deployment approach, drive accountability for readiness outcomes, manage escalations and provide consolidated reporting across deployment waves.
Success will be measured through adoption, user readiness, deployment milestones, go-live stability, benefits realisation, User Organisation satisfaction, reduced hyper care issues and successful transition into business-as-usual operations.
Responsibilities
User Organisation Deployment Leadership
- Establish the deployment approach for each User Organization.
- Develop deployment roadmaps and wave plans.
- Manage deployment schedules, milestones and dependencies.
- Lead User Organisation engagement throughout the deployment lifecycle.
- Ensure consistency of deployment standards and approach across all User Organizations.
- Drive programme-wide deployment readiness governance.
Leadership of Senior Readiness Leads
- Set deployment priorities and define readiness criteria.
- Provide leadership and direction to Senior Readiness Leads assigned to User Organisations.
- Review progress and readiness outcomes across all User Organisations.
- Resolve escalations and drive accountability for delivery.
- Ensure consistent deployment standards across all waves.
- Consolidate deployment and readiness reporting for programme governance.

Senior Readiness Leads will operate as the primary deployment representatives within each User Organisation and report to the Deployment & Governance Manager.

Establish and govern readiness assessments, ensuring each User Organisation achieves agreed thresholds before progressing to deployment.

Testing Governance
Lead User Organisation participation in testing and ensure formal testing sign-off is achieved before deployment approval.
- UAT readiness assessments, planning and coordination.
- Business validation planning and test execution governance.
- Defect prioritisation, escalation and UAT reporting.
- Business sign-off management.
- User Organisation participation in SIT validation and UAT execution.
- End-to-end business scenario testing and operational acceptance testing.
- Deployment readiness validation.
Training, Change and Adoption Leadership
Own deployment-related training and adoption outcomes, working closely with Change, Communications, Training and Benefits Realisation teams.
- Execute the training strategy and govern the Train-the-Trainer approach.
- Lead user education planning and readiness communications.
- Track adoption and training outcomes.
- Engage Change Champions and executive stakeholders.
- Coordinate programme teams to support successful adoption at scale.
Cutover and Go-Live Governance
Lead governance for go-live preparation and deployment execution in accordance with agreed controls and deployment criteria.

- Hypercare coordination and transition into business-as-usual operations.
Required
- Should have minimum 8-12 years of experience as project manager
Preferred
- Should be an excellent planner when it comes to performing release planning and other delivery planning.
- Should have excellent problem-solving skills
- Responsible for coaching and mentoring team members
- UK Public Sector transformation experience.
- Experience deploying workforce, HR, payroll or enterprise cloud solutions.
- Familiarity with Oracle Fusion HCM and associated workforce processes.
- Experience supporting national-scale or multi-organisation deployment programmers.
- Knowledge of change, training, adoption and benefits realization practices.
