This vacancy is open on Level Transfer and Promotion or as a new entrant to the Civil Service.

Job Description
This is an outstanding opportunity to contribute to HMRC’s data management, governance and control framework, and to ensure our major transformation processes are properly aligned with our Data Policies and Standards and contribute to the delivery of the Enterprise Data Strategy.
You’ll represent the Chief Data Officer, advising and leading on all aspects of our data management. Operating as a senior member of a vital team which independently assures that all of HMRC transformation programmes and projects are properly aligned with our Data Policies and Strategy. Using your highly developed leadership capability, knowledge and expertise, you and the team will ensure that our programmes and projects deliver data that is efficiently and effectively designed, acquired, processed, stored, shared and disposed of.
Person specification
This is a leadership role. We’d love you to bring a solid background in data management and architectural principles of course, and be knowledgeable on data governance and best practices in data management and data technologies. You’ll be familiar with large scale systems development to deliver better services and enjoy working in a fast-paced environment. We’re looking for a self-starter who can lead, influence and be a role model to those around them, whilst effectively managing stakeholder engagement at a senior level.
This is an established team and we’re looking for someone who can contribute across several key areas in the short and long term
- Collaborate and act as liaison between Business, Programme and Technology, ensuring data-related requirements are clearly identified, defined and understood
- Work with colleagues to define and drive the adoption of good data management, governance, ownership and accountability and quality management practices in Programmes and Projects
- Advocate continuous improvement across the piece
Essential Criteria
To be considered for this role, your application must demonstrate evidence of all the following essential criteria
- Proven experience and knowledge of large-scale digital transformation and data improvement in the public sector,
- Excellent communication and influencing skills, with the ability to promote data-driven thinking, and build trusted relationships with key stakeholders. This includes strong report writing and presentation capabilities to communicate to both technical and non-technical audiences,
- Experience and knowledge of improving data architecture, management and governance within complex environments, handling large amounts of data,
- Analytical and problem solving skills,
- Experience of leading, inspiring and motivating others, fostering a culture of continuous improvement

Leeds Location
Moves Adjustment Payment will be available for this role, provided the successful applicant is a current HMRC colleague in Bradford and meets the eligibility requirements outlined in the HMRC’s Moves Adjustment Payment guidance.

Selection process details
How To Apply
As part of the application process, you will be asked to provide the following:
- A name-blind CV including your job history and previous experiences. Your CV should cover up to your last 5 roles, detailing your responsibilities and key achievements (max 100 words per role).
- A 500-word Personal Statement. Your Personal Statement should clearly demonstrate how your skills and experience meet the essential criteria.

Sift
In the event of a large number of applications being received, an initial sift may be held on your Personal Statement.
At full sift your CV and Personal Statement will be assessed, with the successful candidates being invited to interview.
We may also raise the score required at any stage of the process if we receive a high number of applications.
Interview
During the panel interview, your experience will be assessed, in order to determine your suitability for the role.
You will also give an experience based presentation. Further details will be provided prior to interview.
Interviews will take place via video link. Sift and interview dates to be confirmed.

Reserve List
A reserve list may be held for up to 12 months from which further appointments may be made for the same or similar roles – if this applies to you, we’ll let you know via your Civil Service Jobs account.
Merit List
After interview, a single merit list will be created, and you will only be considered for posts in locations you have expressed a preference for. Appointments will be made in strict merit order in line with the set number of roles in each location.
