Salary range: £53,919 - £60,393 DOE p.a. inc. London weighting (plus fantastic benefits!)
Contract: Permanent
Hours of work: 36 hours per week
Location: Civic centre and other locations from time to time

Help shape the infrastructure behind Brent’s growth

Brent is delivering an ambitious programme of regeneration and growth, creating new homes, employment opportunities, public spaces and infrastructure for communities across the borough.

We’re looking for an experienced and motivated Principal Developer Contributions Officer to join our growing Infrastructure Planning Team and play a key role in ensuring that development delivers meaningful benefits for both new and existing communities.

This role is offered across PO4–PO5, providing an opportunity for both experienced infrastructure planning professionals and those ready to take the next step in their career. Appointment will be made at the appropriate grade based on the successful candidate’s knowledge, skills and experience.

With Brent collecting an average of around £11.5 million in CIL each year, alongside approximately £3 million in Mayoral CIL, this is an opportunity to take a leading role in managing significant developer contributions and helping ensure investment is effectively planned, collected and delivered.

The Role

As Principal Developer Contributions Officer, you’ll provide day-to-day leadership and oversight of Brent’s CIL and Section 106 collection and monitoring activity.

You’ll be supported by a team of CIL/S106 Officers, provide expert advice across the Council and work with developers and partners to ensure planning obligations are effectively managed.

Your responsibilities will include:

  • Leading the collection and processing of Community Infrastructure Levy (CIL) income
  • Overseeing compliance with Section 106 agreements, including financial and non-financial obligations
  • Supporting CIL/S106 Officers
  • Providing specialist advice on CIL, S106, infrastructure requirements, planning applications and pre-application enquiries
  • Improving and maintaining effective CIL and S106 processes
  • Reconciling CIL and S106 accounts and overseeing the transfer of Mayoral CIL
  • Supporting the reporting of CIL/S106 income, expenditure and infrastructure delivery
  • Working collaboratively with colleagues, developers and other public and private sector partners

You’ll also have the opportunity to contribute to wider strategic work, including Brent’s new Infrastructure Delivery Plan / Infrastructure Investment Framework and the implementation of the Building Safety Levy.

The Person

We’re looking for someone with a strong understanding of infrastructure planning and the confidence to take ownership of a busy and important area of work.

You’ll bring:

  • Experience of infrastructure planning and the delivery or management of planning obligations
  • Comprehensive knowledge of Section 106 and CIL legislation and regulations
  • A strong understanding of infrastructure planning policy and related issues
  • Experience of supervising or supporting the work of others
  • Experience of effective partnership working across the public and private sectors
  • Strong organisational skills and the ability to manage competing priorities
  • A proactive, solutions-focused approach to problem solving

For appointment at PO5, you’ll also need to demonstrate the higher-level requirements set out in the Person Specification, including eligibility for RTPI or RICS (Planning & Development) membership, proven supervisory experience and the ability to establish and administer processes for the collection of income.

Above all, you’ll be passionate about using infrastructure planning to help ensure Brent’s diverse communities share in the benefits of regeneration and growth.
