- The operational resilience (OpRes) of the financial services sector is of critical importance to UK Finance members and their customers. Helping our members build more resilient organizations supported by a fit-for-purpose regulatory framework is a core UK Finance priority.
- In support of this, UK Finance runs the Cross Market Operational Resilience Group (CMORG) in partnership with the Bank of England. CMORG exists to enhance the resilience of the sector through public | private collective action strategies.
Job Purpose
- This position oversees UK Finance’s Sector Resilience team in its management of CMORG, its sector resilience and sector response priorities, and key workstreams. This includes the strategic partnership with the Bank of England in running the CMORG Project Management Office (PMO), which jointly manages and delivers industry priorities to enhance the resilience of the sector.
- The successful candidate will have a strong understanding of the resilience issues faced by firms and the sector collectively, which crosses the domains of operational resilience, cyber, technology, third party, and business response and recovery. Therefore, this role comprises an understanding of the policy landscape, operationalisation of resilience capabilities, and project management skills to support the delivery of sector resilience improvement projects.
- The team includes the Director, the Principal (this role), and management of the CMORG PMO team. Collectively, the team works with the Bank of England to design and deliver tangible improvements to sector resilience, exercises the sector in its ability to respond and recover from severe but plausible scenarios, and maintains and evolves the framework for how the industry responds to systemic disruption.
- The successful candidate will work directly with the Heads of Operational Resilience across systemically important firms, their C-Suite CMORG members (usually SMF24, CRO, or COO level), and with the authorities to set and deliver priorities and oversee key workstreams.
- The role additionally comes with oversight of CMORG’s PMO and Exercising budgets, communication, and business strategy. This includes maintenance of the CMORG website, delivery of CMORG conferences, and other communication events such as webinars.
Key Responsibilities
Overseeing CMORG and its key workstreams
CMORG management
- Manage the CMORG PMO, running it jointly via a strong collaborative relationship with the Bank of England.
- Oversee the CMORG strategy and business plan to ensure it is focused on delivering key priorities for the sector, including its resources and the PMO and exercising budgets.
- Lead the engagement and output of CMORG priorities to inform the evolution of its strategy and key deliverables. This includes interviewing CMORG members and key stakeholders annually on CMORG performance, risks faced by the sector, and priorities for resilience enhancements.
- Review and develop action plans to improve the operating effectiveness of CMORG based on CMORG member feedback and ensure that actions are prioritized accordingly to enhance the governance, agility, and delivery capability of CMORG.

Key workstreams
- Lead the delivery of the Financial Market Infrastructure (FMIs) and Third-Party Resilience Programme, including the prioritization of chosen FMIs and Third Parties, managing the steering group and relationships with the chosen firms, and the application and output of the resiliency, contingency capabilities, and testing findings.
- Support the delivery of Frontier AI-related resilience risk mitigation collective action, including key initiatives, communications, and guidance for the UK financial services sector and the collaboration between CMORG members and leading industry expertise.
- Lead the design, planning, and integration of Critical Third Parties (and other third parties as appropriate) within CMORG’s collective action structures, and within the Sector Response Framework. This includes managing engagement groups with the third parties and working groups of financial services firms, and of key third parties to advise on the approach, alongside authoring and operationalising playbooks.
- Lead the maintenance, evolution, and publication of CMORG’s Strategic Risk Register, which provides a collective basis for the risks posed to firms and the sector. This comprises inputs from CMORG’s Dynamic Scenario Library and Threat Monitoring workstreams, alongside views from the systemic firms, the Authorities, Government, and the National Risk Register.
- Act as an advisory expert across workstreams as required, which may include guiding outcomes of projects to support industry outcomes, and providing strategic direction on the linkages between various domains such as resilience, sector response, cyber, and third parties.
- Undertake support to coordinate other CMORG workstreams as required, which includes managing through its project lifecycle from business case, governance, and delivery.
UK Finance led committees
- Manage the CMORG meeting lifecycle, including the UK Finance engagement on the agenda and papers, in collaboration with the Bank of England. These are senior-level board-style meetings compromised of C-Suite from systemically important firms, Authorities, and Government.
- Chair and oversee the CMORG Briefers Group to ensure it supports CMORG in effective decision-making. This group is made up of senior resilience and government affairs leads that brief their CMORG members on decisions and recommendations for the governance and strategy of CMORG.
- Work with the co-chairs and secretariats across the CMORG structure to coordinate governance and timelines for workstreams.
Strategic Capabilities
- Provide collaborative oversight of Sector Response Framework, through developing and delivering its workplan, working closely with the Co-Chairs and the sector groups. This may include acting as co-chair of the groups.
- Oversee the technical exercise program under CMORG, including the Post Exercise Report and the delivery of its findings.
- Collaborate with the Bank of England on the design and delivery of SIMEX, the large-scale sector simulation exercise.
- Lead the design and delivery of CMORG conferences, and related CMORG communication events, working closely with the UK Finance Events team and stakeholders to set the theme, agenda, oversee the planning, and its strategic and commercial outcomes in line with CMORG priorities.
- Oversee the communications strategy and approach for CMORG, including its website, member portal, accessibility of its Traffic Light Protocol (TLP) rated artefacts, use and engagement of its LinkedIn page, and awareness raising across other external channels.
- Coordinate effectively between sector response groups such as UK Finance’s Business and Operational Resilience Committee (BOCC) and the Financial Sector Cyber Collaboration Centre (FSCCC) on information sharing, playbooks, and response frameworks as required.

Relationships
- Ensure effective ongoing relationships with industry, Authorities, Government, and related governance fora.
- Where appropriate, support international engagement to further the reach and understanding of CMORG and its capabilities.
- Represent UK Finance and CMORG on various committees and internationally as required.
People
- Manage the performance of the CMORG team to deliver effective outcomes, including Manager, Analyst, and Intern resources.
- Coordinate within the PMO on the appropriate resourcing of the governance, project management, and engagement across its portfolio of workstreams.
- Collaborate with the wider UK Finance Resilience and Cyber Team to ensure CMORG workstreams and governance work effectively with UK Finance’s incident management capabilities, and where possible supports its policy outcomes.
Skills and Competencies
- Experience and understanding of operational resilience, cyber, and third party within financial services at a strategic level, with a strong understanding of the ecosystem across retail, wholesale, infrastructure, and suppliers, and how they are regulated.
- Experience in a strategic role, setting and overseeing priorities for complex stakeholders, and in managing resources to enable delivery of effective outcomes.
- Project management experience, including managing and chairing steering committees, and developing project reports and artefacts.
- Engaging with C-suite and senior stakeholders across regulators, Government, and industry including experience in resolving differing views between key participants.
- Research, design, and content development, analysis, briefing, and drafting, including writing papers, media content, blogs, and online material.
- Excellent interpersonal and communication skills, together with the ability to effectively manage stakeholder relationships.
- Ability to work within multi-disciplinary project teams, provide input to others’ work, and deliver excellent outcomes in a timely and agile fashion.
- Welcomed but not essential is the experience of managing a business and organization, including budgets, brands, resources, and reputation within the context of its capability to deliver for its stakeholders and communicate its outputs effectively.
Qualifications
- A degree or other equivalent, relevant qualification.
