Purpose of Job

The Principal, Investigations supports the Office of the Chief Compliance Officer (OCCO) in protecting the integrity and reputation of the Bank by conducting and supporting investigations into allegations of staff misconduct and prohibited practices involving Bank counterparties. The role is responsible for undertaking complex and sensitive investigations, preparing high-quality investigation reports and recommendations, and ensuring investigative activities are conducted in accordance with the Bank's policies, procedures and recognised international standards. The Principal contributes to investigative quality, integrity risk management and the continuous improvement of OCCO's investigation frameworks, governance, and reporting.

The Principal maintains collaborative relationships with internal and external stakeholders, including other multilateral development banks, international financial institutions and national authorities, and contributes to the development of integrity related policies, procedures and best practices across the Bank.

Accountabilities & Responsibilities

Core Responsibilities

  • Conduct complex investigations and case assessments in accordance with applicable Bank policies, procedures and recognised international standards.
  • Prepare high-quality investigation reports, recommendations, correspondence, management information and other investigative documentation.
  • Analyse evidence, conduct interviews, prepare witness statements and maintain accurate case records.
  • Contribute to the development and continuous improvement of investigation methodologies, templates, policies and procedures.
  • Maintain investigation statistics, case information and management reporting.
  • Build and maintain effective working relationships with stakeholders across the Bank and with external investigative, regulatory and enforcement bodies.
  • Contribute to policy development, training, awareness activities and integrity initiatives across the Bank.
  • Monitor developments and emerging best practice in investigations, integrity and compliance.
  • Provide guidance, coaching and technical support to junior investigators where appropriate.
  • Support OCCO management with special projects and other ad hoc assignments.

Internal Investigations

  • Conduct investigations into allegations of staff misconduct in accordance with the Conduct and Disciplinary Rules and Procedures.
  • Prepare investigation reports and recommendations relating to staff misconduct matters.
  • Conduct investigations involving Board Officials and other Covered Persons and support relevant governance bodies where required.
  • Liaise with Employee Relations, the Office of the General Counsel and other internal stakeholders throughout investigations.
  • Draft investigation plans, letters of instruction and terms of reference where required.
  • Conduct inspections, reviews and other preventative integrity activities.
  • Contribute to the development and enhancement of conduct, disciplinary and whistleblowing frameworks.
  • Support initiatives designed to strengthen ethical culture and misconduct prevention across the Bank.

Knowledge, Skills, Experience & Qualifications

Knowledge

  • Good knowledge of investigative methodologies, integrity risk management and governance frameworks.
  • Good understanding of misconduct investigations, fraud, corruption, enforcement and compliance processes.
  • Understanding of the Bank's mission, governance, policies and operating environment.
  • Knowledge of investigation case management, reporting and evidence handling practices.

Experience

  • Significant professional experience conducting complex investigations involving misconduct, fraud, corruption or related integrity matters.
  • Experience working within an international organisation, financial institution, regulatory body or similar environment.
  • Experience preparing high-quality investigation reports and presenting evidence-based findings.
  • Experience contributing to policy development, investigative procedures or operational improvements.
  • Experience working collaboratively with internal and external stakeholders, including international organisations and public authorities.

Skills

  • Strong investigative, analytical and problem-solving skills.
  • Excellent judgement and ability to manage sensitive and confidential matters with discretion.
  • Strong written communication and report drafting skills.
  • Ability to interpret complex legal, financial and operational information.
  • Strong stakeholder management, influencing and relationship-building skills.
  • Ability to manage multiple investigations and competing priorities effectively.
  • Ability to work independently while contributing effectively within a collaborative team environment.

Qualifications

  • Degree or equivalent professional qualification in law, criminology, accounting, finance, banking, audit, employment relations or another relevant discipline, or equivalent professional experience.
  • Relevant professional qualifications or memberships are desirable.
  • Excellent command of English, both written and spoken. Knowledge of additional languages used in the Bank's countries of operation is advantageous.
