Principal Specialist – Decent, Sustainable & Warm Homes & Estates (Housing Stock and assets condition, compliance and data intelligence, etc)

At Southampton City Council, we're transforming the way we understand, invest in and improve our housing stock to ensure residents live in homes that are safe, decent, warm and sustainable. As part of this journey, we're looking for an outstanding professional to join us as our Principal Specialist – Decent, Sustainable & Warm Homes & Estates.
This is a unique opportunity to play a leading role in shaping the strategic understanding of housing condition, decency, energy performance and sustainability across one of the South Coast's largest housing portfolios. You'll use evidence, professional expertise and insight to influence investment decisions and ensure resources are directed where they will make the greatest difference for tenants, leaseholders and residents.
About The Role
Working within the Homes Authority, you'll be Housing's lead specialist for stock condition, decency, warmth, energy performance and sustainability. You'll provide authoritative professional advice, establish standards and assurance arrangements, and ensure the organisation has reliable evidence upon which to make decisions about its homes and estates.
The role sits at the heart of our approach to improving housing quality and tackling issues identified through regulatory review, while helping to create homes that are healthier, more affordable to run and fit for the future.
You will not be responsible for the day-to-day delivery of works programmes. Instead, you'll provide the professional leadership that ensures Housing understands the true condition of its stock and can make informed, evidence-based decisions about investment, maintenance, sustainability and risk.
Key Responsibilities
You will:
- Lead Housing's specialist approach to stock condition, decency, warmth, sustainability and energy performance.
- Set and maintain standards, survey requirements, data expectations and assurance arrangements for housing condition and sustainability information.
- Develop a trusted and evidence-based picture of Southampton's housing stock, bringing together condition, compliance, safety, resident impact and asset intelligence.
- Provide expert judgement and challenge to support strategic decision-making and investment planning.
- Lead the specialist requirements associated with the transition from Keystone to NEC Assets, improving data quality, integration and reporting.
- Influence asset strategy, business planning and value-for-money decisions through robust analysis and professional insight.
- Work collaboratively with internal teams, contractors, surveyors, tenants, leaseholders and residents, regulators and specialist partners to improve housing outcomes for residents.

About You
We're looking for a strategic thinker with strong technical credibility and a passion for improving homes and communities.
You Will Have
- Significant experience in housing stock condition, decency, asset management, sustainability, energy performance or planned investment within a social housing or complex residential property environment.
- A strong understanding of condition assessment programmes, asset data quality and how stock intelligence informs investment and risk decisions.
- Experience working with surveyors, contractors, commissioners, data professionals and other technical specialists to deliver robust evidence and insight.
- The ability to analyse complex information, identify priorities and influence strategic decision-making.
- Excellent communication and stakeholder engagement skills, with the confidence to challenge constructively and provide authoritative advice.
- A relevant professional qualification or membership in asset management, building surveying, construction, sustainability, energy or a related discipline would be advantageous.

- Salary: The salary band for this role is £59,661 - £67,375 per annum. The starting salary is £59,661 with annual progression through the salary bands.
