About the Role
Working as part of CACI Information Intelligence Groups (IIG), IdentityE2E, a CACI business, specialises in delivering end-to-end digital identity, assurance and transformation services for large-scale government and enterprise clients. We enable our customers to design, build and operate secure, resilient, user-focused digital services. Our Quality Assurance & Testing (QAT) capability is central to ensuring those services are delivered to the highest standards.
We are looking for an experienced test professional to lead our testing practice across multiple engagements. This senior role blends technical leadership, commercial ownership, delivery assurance and stakeholder engagement. You will oversee complex test programmes, support pre-sales and bidding activity, manage multimillion-pound contracts and provide strategic direction to our QAT teams.
This role is ideal for someone who has operated at the intersection of testing, consultancy, technical assurance, and commercial delivery with the confidence to engage senior clients, shape solutions and lead high-performing teams.
Responsibilities
Service & Delivery Leadership
- Lead end-to-end QAT delivery across multiple projects, ensuring high-quality outcomes and alignment with client objectives.
- Govern testing activities, frameworks, tooling, and reporting across programmes, ensuring best practice and compliance.
- Oversee resource planning, capability development and performance management for QAT teams.
- Conduct delivery assurance reviews and provide authoritative direction on test strategy, risk mitigation and quality governance.

Commercial & Contract Management
- Own and manage QAT service contracts, including forecasting, budgeting, profitability tracking and risk management.
- Act as the accountable owner for service performance, SLAs, and client satisfaction.
- Lead commercial discussions, contract renewals and service improvement initiatives.
Pre-Sales, Bids & Client Engagement
- Lead the testing aspects of bids, proposals, and RFP responses, working closely with solutions, sales and commercial teams.
- Prepare and deliver senior-level presentations, commercial proposals, statements of work and service definitions.
- Partner with clients at Director/CTO/CxO level to shape testing strategies and future roadmaps.
Technical Leadership & Assurance
- Provide expert technical direction on test strategy, automation, non-functional testing and modern QAT tooling.
- Ensure teams adopt best practice across Agile, DevOps, CI/CD, cloud-native testing and test automation frameworks.
- Conduct independent assurance of third-party testing and delivery.
- Stay current with industry trends and emerging technologies to drive innovation within the service.

Required
Knowledge & Skills Required
- Significant experience in a senior test leadership role (e.g., QAT Manager, Head of Test, Test Service Lead).
- Proven track record leading large test teams across complex, multi-supplier programmes.
- Strong experience in shaping and delivering test strategies, frameworks and governance models.
- Commercial acumen: managing budgets, owning service P&L and handling contract negotiations.
- Experience supporting pre-sales, including writing bids and presenting solutions to senior clients.
- Deep understanding of Agile delivery, DevOps practices, automation frameworks and cloud testing (AWS/Azure/GCP).
- Excellent communication, stakeholder management, and influencing skills, particularly at senior/exec level.
Preferred / Nice To Have
- Experience delivering testing within government, defence, or regulated environments.
- Understanding of digital identity, IAM, or security-focused testing.
- ISTQB, Agile, or similar certifications.
- Experience with performance, security and resilience testing.
