Role Overview

As Senior Technical Programme Manager and Workstream Lead in the Cloud Strategic Delivery team, you will be accountable for enabling the JP Morgan cloud control plane, also known as Atlas 2.0, across AWS, Azure, GCP, and aligned private cloud capabilities. You will drive delivery of a scalable platform and managed service operating model that accelerates migration readiness, adoption, and value realization for internal customers. Operating in a matrixed environment with no direct reports, you will lead through influence, navigate ambiguity across multiple cloud workstreams, and deliver decision-quality materials for senior stakeholders.

Job Responsibilities

  • Lead end-to-end multi-cloud workstream delivery for Atlas 2.0 across AWS/Azure/GCP, flexing to the highest-priority cloud/workstream based on roadmap, maturity, and demand.
  • Translate strategy into execution by building integrated delivery plans (milestones, dependencies, outcomes, adoption readiness) and driving progress through matrixed engineering and product teams.
  • Own delivery cadence and operating rhythm, including roadmap tracking, sprint/release alignment, dependency resolution, and delivery health metrics.
  • Partner closely with engineering teams to deliver control-plane capabilities (e.g., networking, IAM, inventory/asset discovery, policy/guardrails, and platform enablement patterns) required for safe scaling.
  • Provide hands-on technical programme leadership, maintaining credibility with engineers/architects and constructively challenging design and sequencing to ensure operability, resilience, and adoption readiness.
  • Build and scale a managed service operating model for Atlas 2.0, including service definition, onboarding/offboarding, service tiers/expectations, operating procedures, and clear cross-team ownership.
  • Drive operational readiness (“day 2”), including support model, runbooks, SLAs/SLOs (as applicable), incident/change interfaces, and sustained adoption capabilities.
  • Produce executive-ready governance and decision materials, including decision papers, options analysis, trade-offs, recommendations, and senior stakeholder updates (e.g., Head of Engineering, Head of CTC, CDAO).
  • Run governance forums and steerco rhythms, ensuring timely decisions with clear progress narratives, evidence-backed “asks,” and actionable outcomes.
  • Operate audit-ready PMO discipline, including RAID management, dependency tracking, documentation standards, decision logs, meeting minutes, and traceability from roadmap → delivery → outcomes.
  • Scale delivery tooling and reporting using Jira and Monday.com, establishing consistent work management and reporting standards across workstreams.
  • Identify opportunities for AI-assisted delivery efficiency within JPMorganChase-approved tooling, controls, and data handling requirements.

Required Qualifications, Capabilities, And Skills

  • Significant experience leading complex infrastructure/platform programmes in a large enterprise; financial services and/or regulated environments strongly preferred.
  • Hands-on cloud engineering background combined with senior programme/workstream leadership (TPM / programme manager / workstream lead).
  • Proven delivery experience with at least one public cloud (AWS, Azure, or GCP) focused on infrastructure platform capabilities (not solely application delivery).
  • Strong technical depth in networking, IAM, and inventory/asset management (or adjacent control-plane enabling capabilities), with ability to engage engineering teams at a detailed level.
  • Experience building and scaling managed services / platform engineering products for multiple internal customers, including service onboarding and operational readiness.
  • Strong executive stakeholder management: ability to influence without authority and produce decision-quality governance materials.
  • Demonstrated PMO discipline: RAID, dependency management, documentation, and audit readiness.

Preferred Qualifications

  • Multi-cloud delivery leadership across 2+ of AWS/Azure/GCP.
  • Control plane / landing zone / guardrails / “paved road” platform enablement experience.
  • Experience operating across cloud environments with different maturity levels and creating reusable delivery playbooks/patterns.
  • Experience improving delivery operations via automation and/or AI-supported reporting within enterprise tooling.
