Principal Treasury Officer, Head of Treasury Strategic Planning and Middle Office

The Principal Treasury Officer, Head of Treasury Strategic Planning and Middle Office, is a senior leadership role within the Office of the Treasurer (TRE) at AIIB. The position serves as a strategic integrator across asset liability management (ALM), funding strategy, risk oversight, financial control, and treasury operations, directly supporting the delivery of AIIB's financial and balance sheet strategy.

Operating with a high degree of independence and decision authority, the role will lead a multifunctional team responsible for balance sheet management, long-term financial projections, performance analytics, first-line risk oversight, portfolio valuation, and treasury IT infrastructure. The position will provide core decision support to the treasurer, asset liability committee (ALCO), Chief Financial Officer (CFO), and senior governance committees, and will serve as a key interface with credit rating agencies, shareholders, and external counterparties.

Responsibilities:

  • Lead the development and execution of AIIB's balance sheet strategy within the ALM policy framework, driving cross-departmental collaboration across treasury, finance, and risk.
  • Direct medium- and long-term cash flow forecasting (contractual and behavioral), including modeling, analysis, projection, and stress testing, to ensure compliance with liquidity policies and limits.
  • Own and maintain the Bank's long-term financial projections (LTFP) model, providing strategic decision support for business planning, capital allocation, and budgeting.
  • Shape ALM strategies and guidelines, exercising independent judgment on interest rate risk, refinancing risk, currency risk, and liquidity risk positioning.
  • Provide strategic advice on hedging, pricing, and structuring for client operations, including flexible financing products, local currency lending, structured finance, and loan syndications.
  • Lead treasury's first-line risk oversight function, ensuring compliance of all treasury portfolios to credit, market, and liquidity risk limits.
  • Direct the treasury valuation and collateral management functions, including modeling and pricing of the Bank's financial instruments, and monitoring of collateral activity.
  • Ensure Credit Support Annex terms are met, and directly manage collateral posted as independent amount. Lead treasury in CSA negotiations with counterparties.
  • Monitor and report on the performance of all assets in the treasury management system at the portfolio level.
  • Maintain valuation integrity across all treasury positions, coordinating with risk management on model validation.
  • Provide core decision support to the Treasurer, ALCO, CFO, and senior committees on balance sheet optimization, capital allocation, risk appetite calibration, and financial sustainability.
  • Lead the Bank's relationship with credit rating agencies, including facilitation of ratings reviews, meeting information requirements, and advising on strategies to maintain AIIB's AAA ratings.
  • Represent treasury in relevant internal committees, working groups, and cross-functional initiatives.
  • Represent AIIB at external conferences, peer group fora, and MDB knowledge exchange platforms, contributing to institutional visibility and thought leadership.
  • Lead treasury in contracting with rating agencies and negotiating CSAs with counterparties.
  • Lead a multi-functional team spanning ALM and ratings analytics, valuation, and reporting and analytics, with full accountability for team performance, development, and succession planning.
  • Drive continuous improvement of treasury effectiveness and efficiency by leveraging technology, driving automation, and defining best-in-class processes and procedures.
  • Develop, maintain, and oversee (as system administrator) treasury's IT infrastructure, including core treasury management system and asset liability management system.
  • Maintain and enhance all procedures for the treasury middle office function, identifying and implementing process improvements.
  • Regularly report on objectives, results, and compliance with internal and external regulations and controls.

  • Minimum 20 years of progressive experience in treasury management, ALM, risk management, or financial markets within an international financial institution, multilateral development bank, or comparable environment.
  • Master's degree in finance, economics, quantitative discipline, or equivalent. CFA, FRM, or CTP certification preferred.
  • Demonstrated track record of strategic leadership at a senior level, including balance sheet management, financial planning, and governance engagement.
  • Deep expertise in ALM, cash flow modeling, financial projections, and stress testing methodologies.
  • Strong knowledge of derivatives pricing, valuation frameworks, and collateral management.
  • Proven ability to lead cross-functional projects and drive organizational change in complex, multi-stakeholder environments.
  • Strategic thinker, able to shape direction and priorities in VUCA (volatility, uncertainty, complexity, ambiguity) environments.
  • High degree of independence and sound judgment in analytical, strategic, and governance domains.
  • Exceptional stakeholder management skills, including experience engaging with senior management, Board members, credit rating agencies, and external counterparties.
  • Strong organizational, critical thinking, and communication skills, with the ability to synthesize complex information for executive audiences.
  • Demonstrated ability to build, mentor, and lead high-performing teams across multiple disciplines.
  • Familiarity with a broad range of treasury management systems and data analytics platforms.
  • Excellent command of English, written and oral. Knowledge of additional languages is an asset.
