The Service & Team
Private Sector Housing sits within Regulatory Services, alongside Public Protection, Trading Standards, and Waste, forming a key part of the Council’s approach to protecting communities and improving quality of life. The team is responsible for upholding high standards of health, safety, and welfare across the private rented sector, tackling poor housing conditions, regulating Houses in Multiple Occupation, and addressing the long-term impacts of empty homes through a combination of inspection, education, and enforcement. The Renters Rights Act is expanding our remit and strengthening our opportunity to make a meaningful impact. It is an exciting time to join us, as we embrace new duties, increased accountability, and evolving expectations, working collaboratively to deliver excellent outcomes for residents and support the Council’s priority that everyone has access to a safe, decent home.
The Role
As an Environmental Health Officer or Private Sector Housing Officer within you will play a key role in delivering a wide range of regulatory functions aimed at improving housing conditions and protecting residents. You will manage a varied caseload, which will include responding to service requests from tenants in the private rented sector, inspecting properties to identify hazards, taking appropriate enforcement action, and supporting compliance through advice and engagement with landlords and agents.
As the service evolves to meet new duties under the Renters Rights Act, you will have the opportunity to contribute to developing approaches, broaden your expertise, and be part of a forward-looking team delivering meaningful outcomes for communities across Cornwall.
This is a public/customer-facing role, where the statutory English language requirement for public sector workers applies.
This position will be subject to a basic criminal record disclosure check.
Working Pattern
This is a permanent full-time role. Flexible working requests will be considered.

What you’ll need to succeed
- A recognised Environmental Health qualification or relevant housing or regulatory experience
- Experience or knowledge of housing standards, private rented sector work, or HMO licensing
- Understanding of key legislation (e.g., Housing Act 2004) or ability to develop this quickly
- Strong inspection, problem-solving, and decision-making skills
- Understanding of enforcement process and duties conveyed by the Renters Rights Act
- Ability to manage a varied caseload and work independently and as part of a team
- Good communication skills with confidence engaging tenants, landlords, and partners
- A proactive, adaptable approach and willingness to learn
- Full UK driving licence (or ability to travel across Cornwall)
