About the Land Development Agency

The Land Development Agency (LDA) is the State’s affordable housing delivery body. Its main role is to acquire and develop State and other land to deliver affordable homes, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent Board of Directors and has total capitalisation of up to €8.75bn. To date €6.25 billion of equity capital has been committed by Government and a further €2.5bn capitalisation is permitted under legislation from other sources/debt.

The LDA is active on more than 20 State Land sites and has a delivery pipeline in excess of 25,000 homes. The Agency also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under its Project Tosaigh initiative.

Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

Role Summary

The Process Manager plays a key role within the Business & Transformation Unit, responsible for championing process excellence across the Agency. This role focuses on analysing current processes, supporting the design of future-state operating models, and embedding continuous improvement to deliver efficiency, consistency, and measurable business outcomes.

Reporting to the Senior Manager – Transformation, The role works closely with business stakeholders, project teams, and IT to ensure processes are aligned to strategic objectives and supported by appropriate governance, systems, and performance metrics.

Key Responsibilities:

• Analyse current-state processes to identify inefficiencies, risks, and improvement opportunities
• Facilitate process mapping and design workshops with business stakeholders
• Define, document and support future-state processes, standards, and operating procedures
• Drive process standardisation, consistency, and alignment with organisational governance frameworks.
• Establish a structured continuous improvement framework across the organisation
• Identify and prioritise process improvement initiatives aligned to business value
• Design and implement process performance KPIs and metrics to track outcomes and measure success.
• Embed a culture of ongoing optimisation and operational excellence
• Collaborate with Project Managers and Business Analysts to enable the effective delivery of transformation programmes.
• Responsible for ensuring process changes are effectively implemented and embedded within projects
• Support business readiness, adoption, and transition of process changes to operations
• Provide input into change impact assessments and implementation planning
• Ensure all processes align with the BTO governance framework and organisational standards
• Support the preparation of artefacts for governance forums (e.g. steering committees, checkpoints)
• Ensure auditability, traceability, and documentation of process changes
• Maintain oversight of process compliance and control effectiveness
• Partner with business owners to define requirements and improvement opportunities
• Facilitate workshops, working groups, and cross-functional collaboration
• Act as a key interface between Business, IT, and Transformation teams
• Communicate process changes clearly to ensure alignment and adoption
• Coordinate the design of current-state and future-state operating processes
• Establish standardised procedures, controls, and process documentation
• Develop and prioritise a continuous improvement roadmap and transformation backlog
• Deliver KPI dashboards, performance analytics, and management reporting
• Provide governance reporting and decision-making support for leadership forums
