Your new company
Hays are partnered with a reputable public-sector organisation in the heart of Liverpool to help recruit an experienced procurement specialist to join their growing team for an initial period of 6 months, with the potential for a permanent role thereafter.
Your new role
You will lead procurement activity across the full procurement life-cycle, from identifying requirements and engaging the market through to sourcing strategy development, tender management, evaluation, contract award and contract implementation. Key responsibilities will include:
- Leading complex procurement projects from inception through to contract award on a broad variety of category areas.
- Developing sourcing strategies and procurement documentation.
- Managing tender processes and evaluation activities.
- Providing commercial advice and procurement support to stakeholders.
- Building effective relationships with suppliers and internal customers.
- Undertaking market analysis, benchmarking and risk assessments.
- Supporting contract management and supplier performance activities.
- Producing reports and management information to support procurement planning and performance.
- Driving continuous improvement across procurement processes and procedures.

Please note this role requires 1-2 days per week in the office in Liverpool.
What you'll need to succeed
- Experience delivering end-to-end procurement exercises in the public sector.
- Strong knowledge of public sector procurement legislation and best practice (PA23 / PCR2015).
- Experience managing tender evaluations and contract awards.
- A good understanding of category management and contract management principles.
- Experience using e-procurement systems.
- Excellent stakeholder engagement and relationship management skills.
- Strong commercial awareness and negotiation skills.
- The ability to manage multiple projects and competing deadlines.

- A salary of £48,980 (pro-rata to the duration of the contract)

Desired Skills and Experience
To be considered for this role, you must have a strong background in UK Public Sector procurement with a good working knowledge of PA23.
