Procurement Business Partner – Defence & Secure Procurement
Location: London or within a 1-hour train commute of London
Working Pattern: Full Time | Hybrid/Remote with UK-wide travel
Security Clearance: Current SC Clearance or eligibility to obtain clearance
The Opportunity
Are you an experienced procurement professional with a strong background in Defence, Security or Central Government procurement? Do you enjoy building strategic relationships, influencing senior stakeholders and identifying opportunities to deliver real commercial value?
Due to continued growth, we have an exciting opportunity for a Procurement Business Partner to join Constellia, supporting a portfolio of high-profile Defence, Security and Central Government clients. This is a highly visible, client-facing role where you will act as a trusted procurement and commercial advisor, managing strategic relationships and supporting complex procurement programmes. Working alongside our Public Services and Secure Business Directors, you will play an important role in developing procurement pipelines, identifying new opportunities and supporting clients throughout the procurement lifecycle.
Your portfolio will include responsibility for managing upwards of £120m in procurement spend, with opportunities to work alongside organisations such as the Ministry of Defence (MOD), Defence Infrastructure Organisation (DIO), AWE, Home Office and other Central Government bodies.
What You'll Be Doing
As Procurement Business Partner, you will be responsible for developing strong client relationships, understanding their strategic objectives and helping them achieve successful procurement outcomes. Your key responsibilities will include:
- Building and managing strategic relationships across Defence, Security and Central Government accounts.
- Acting as a trusted procurement advisor, providing commercial guidance and expertise throughout the procurement lifecycle.
- Developing and maintaining procurement pipelines, identifying upcoming projects and new business opportunities.
- Working closely with clients to understand their budgets, procurement strategies and future requirements.
- Supporting complex procurement projects, competitive tendering and compliant routes to market.
- Identifying opportunities to grow client spend, increase marketplace utilisation and develop existing accounts.
- Collaborating with internal Strategic Sourcing, Operations and Commercial teams to deliver successful client outcomes.
- Supporting clients with innovation procurement across areas such as AI, Cyber Security, Digital Services, Robotics and Emerging Technologies.
- Conducting regular client reviews, stakeholder meetings and procurement planning sessions.
- Representing Constellia at industry events, conferences and networking opportunities.
- Maintaining an up-to-date understanding of public sector procurement legislation, frameworks and best practice.

What We're Looking For
We are looking for an experienced procurement professional who combines strong technical procurement knowledge with excellent relationship management and commercial development skills. Essential experience and skills:
- Significant procurement experience within Defence, Security or Central Government.
- Current SC Clearance or the ability to obtain clearance.
- Experience working with organisations such as the MOD, DIO, AWE or other Central Government departments.
- Strong knowledge of UK public sector procurement legislation, governance and compliant procurement processes.
- Experience managing complex procurement activities, competitive tendering and supplier selection.
- Proven ability to build and maintain relationships with senior stakeholders.
- Experience managing strategic client accounts and developing long-term partnerships.
- The ability to identify procurement opportunities and develop commercial pipelines.
- Strong commercial awareness, negotiation and influencing skills.
- Confidence presenting to senior stakeholders and providing strategic procurement advice.
- Excellent communication, organisation and stakeholder management skills.

It would also be advantageous if you have:
- Experience working with public sector procurement frameworks or Dynamic Purchasing Systems.
- Knowledge of innovation procurement and emerging technologies.
- Experience using e-sourcing platforms and procurement technology.
- An understanding of supplier relationship management and neutral vendor procurement models.

You'll be a confident, commercially minded procurement professional who enjoys working directly with clients and building lasting relationships. You'll be comfortable operating at a strategic level while also understanding the practicalities of procurement delivery. Importantly, you'll have the ability to identify opportunities, influence stakeholders and contribute to the continued growth of our Defence and Secure Business portfolio. We are looking for someone who is proactive, collaborative, results-driven and genuinely passionate about delivering excellent outcomes for clients.
