Procurement Transformation Consultant
Midlands Local Authority | £550 per day | Outside IR35
Location: Predominantly Remote (occasional travel to the Midlands)
Contract Length: Immediate start until 31 March 2027
Rate: £550 per day
IR35 Status: Outside IR35
An ambitious Midlands local authority is investing significantly in strengthening its Procurement and Contract Management function and is seeking an experienced Procurement Transformation Consultant to help drive a major transformation programme.
The council is implementing a new hub-and-spoke operating model, creating a centre of procurement excellence that will support service areas across the organisation to deliver high-quality sourcing, contract management, and commercial governance. As part of this journey, the organisation requires an experienced change professional to lead the adoption of new ways of working and embed best practice across the council.
The Opportunity
This is a strategic transformation assignment that will suit an experienced procurement or commercial professional who has successfully delivered large-scale organisational change within complex environments.
Working closely with procurement, finance, legal, and operational services, you will be responsible for embedding new procurement and contract management frameworks, influencing stakeholders, and ensuring sustainable behavioural change across the organisation.
Key Responsibilities
Procurement Transformation
- Lead the development and implementation of revised procurement and sourcing processes.
- Support the approval and adoption of new accountability frameworks and operating principles.
- Align ways of working across procurement, finance, legal, and service departments.
- Drive consistency and compliance across sourcing activity.

Pilot Programme Management
- Lead the design and delivery of pilot implementations within selected service areas.
- Engage and influence stakeholders to ensure successful adoption.
- Gather feedback and lessons learned.
- Refine approaches ahead of wider organisational rollout.
Contract Management Improvement
- Support the development and implementation of a new Contract Management Framework.
- Create practical templates and tools to support effective contract management.
- Establish clear transition processes between procurement and delivery phases.
- Promote best practice contract management across the organisation.
Commercial Governance & Assurance
- Support the development of commercial governance and assurance frameworks.
- Embed governance principles and new ways of working across the council.
- Drive organisational understanding and buy-in.
Change Management & Stakeholder Engagement
- Develop and deliver comprehensive communication plans.
- Build effective relationships with senior stakeholders across the organisation.
- Influence behaviours and support cultural change.
- Ensure adoption of new processes and frameworks.
Programme Delivery
- Produce regular progress reports and updates.
- Maintain transformation plans and key milestones.
- Manage risks, issues, and dependencies.
- Develop and maintain a transformation risk register and associated mitigation actions.

About You
We are keen to hear from individuals who can demonstrate:
- Significant experience leading procurement, commercial, or contract management transformation programmes.
- Strong understanding of public sector procurement and contract management.
- Experience implementing new operating models, governance arrangements, and frameworks.
- Excellent stakeholder engagement and influencing skills.
- Strong programme and project management capability.
- Experience driving behavioural and cultural change.
- Confidence working with senior leaders across procurement, finance, legal, and operational services.
- A pragmatic, delivery-focused approach with the ability to bring people on the journey.
