Summary

We are seeking a seasoned ICT Procurement Consultant to join a dynamic public sector procurement team for an initial six-month engagement. In this role, you will collaborate with ICT stakeholders, technical experts, and senior leaders to spearhead and oversee comprehensive ICT procurement projects. Your efforts will ensure outcomes that are compliant, commercially sound, and value-oriented across a varied technology portfolio. This position offers a unique chance to contribute to strategic digital and technology initiatives within a cooperative and supportive procurement setting.

Responsibilities

  • Provide procurement expertise throughout the entire procurement lifecycle.
  • Lead market engagement and supplier consultation activities.
  • Advise stakeholders on procurement strategies and market entry routes.
  • Support business case development and governance approvals.
  • Develop procurement documentation and tender packages.
  • Act as a critical advisor during specification development.
  • Design commercial models, pricing schedules, and contract frameworks.
  • Assist in the creation of evaluation criteria and scoring methodologies.
  • Manage procurement exercises through eTendering systems like Delta and Mercell.
  • Handle procurement clarifications and supplier communications.
  • Facilitate competitive dialogue and negotiation processes as needed.
  • Oversee tender evaluations and moderation sessions.
  • Prepare award recommendations and governance reports.
  • Support contract mobilisation and implementation activities.
  • Provide procurement support across various ICT and digital projects.

Requirements

Essential

  • Demonstrated experience in delivering end-to-end ICT procurement projects.
  • Strong knowledge of UK Public Procurement Regulations and best practices.
  • Experience in procuring technology, digital, software, infrastructure, or ICT services.
  • Excellent skills in stakeholder engagement and relationship building.
  • Strong commercial acumen and experience in developing procurement strategies.
  • Experience collaborating with ICT, Digital, and Technical teams.
  • Proficiency in using eTendering platforms such as Delta, Mercell, or similar systems.
  • Excellent communication, negotiation, and project management abilities.
  • Capability to manage multiple procurement projects concurrently.

Desirable

  • Experience in public sector procurement.
  • Experience in delivering complex ICT service procurements.
  • Knowledge of ICT frameworks, cloud services, software licensing, and digital contracts.
  • MCIPS qualification or progress towards MCIPS.
  • Experience supporting digital transformation programmes.
