Job Description

The Procurement Engineer will support Commercial Managers in advancing third-party projects by coordinating commercial, contracting, procurement, and governance activities throughout the project lifecycle. The role is focused on bid support, contract development, stakeholder coordination, commercial analysis, and preparing management materials to progress BOO, BOOT, and other strategic third-party opportunities.

This is a hands-on position ideal for a commercial professional who can provide strong day-to-day support on third-party opportunities, maintain momentum across workstreams, and ensure submissions, approvals, and negotiations are prepared and commercially sound.

Key Responsibilities and Duties

  • Responsible for overall Venture Procurement and Contracting Strategy
  • Develop bid slates and lead pre-screening activities
  • Develop Invitations to Bid (ITB), Requests for Information (RFI), Requests for Quotation (RFQ), and pro-forma contracts with input from technical workstreams
  • Interface with Infrastructure and Senior Project Managers for technical input
  • Manage venture contracting amendments and changes

Job Purpose

The Procurement Engineer will create value by developing and implementing project procurement plans and will be responsible for defining the project procurement strategy throughout the FEED / EPC phase within the Oil, Gas, Petroleum, and Infrastructure sectors.

The candidate will function as a member of the Project Team, supporting the Contractor and associated Project functions to determine purchasing strategy, contract compliance, legal requirements, and material categorization. Additional responsibilities include sharing information on cost, availability, vendor qualifications, and driving procurement plans, strategies, tools, and deliverables.

Key Responsibilities and Duties

  • Support the development of commercial strategies for third-party projects aligned with business goals
  • Help structure commercial models, service arrangements, and long-term agreements
  • Support the preparation, review, and administration of commercial agreements from NDA through contract award
  • Assist with contract drafting, negotiation planning, and issue tracking
  • Ensure appropriate commercial terms, pricing logic, and risk allocation are documented
  • Prepare reports, summaries, and supporting materials for management review
  • Provide strong coordination and attention to detail to support complex commercial discussions with stakeholders

Procurement & Third-Party Management

  • Support RFIs, RFPs, bid clarifications, and commercial evaluations
  • Assist in comparing proposals and commercial assumptions
  • Coordinate with third parties, developers, and advisers to maintain progress on deliverables

  • Support the development of commercial evaluations, financial comparisons, and business case inputs
  • Assist with tracking key commercial actions, obligations, and performance items
  • Maintain organized records of bids, agreements, approvals, and negotiation statuses

Stakeholder Management

  • Coordinate closely with other functions, including Legal, Contracting, Manufacturing, Technical, and Project Execution teams, on deliverables and reviews
  • Follow up with internal and external stakeholders to maintain progress across workstreams
  • Support preparation of presentations, reports, and executive materials as required

Candidate Requirements

Educational & Technical Requirements

  • Degree in Business, Finance, Engineering, Law, or a related discipline
  • 10 years of relevant experience in commercial, contracts, procurement, or project support
  • Experience with large-scale energy or infrastructure projects preferred
  • Exposure to BOO, BOOT, or infrastructure/industrial projects preferred
  • Certification such as Chartered Institute of Purchasing and Supply
  • Proficient in SAP, Primavera, Risk Assessment tools, Excel, PowerPoint, Microsoft Word, and Physical Progress systems
