Your new company
I am supporting a rapidly growing public-sector organisation in Greater Manchester to help them recruit a Procurement Manager into their team. This is a brand new position within the structure and reports directly to the CFO, so this is a genuinely exciting opportunity to get stuck into.
Your new role
The Procurement Manager will have both an operational and strategic responsibility, meaning you will be delivering compliant sourcing / procurement activity under the Procurement Act 2023, whilst also writing procurement policies and processes to be rolled out to stakeholders across the organisation. The role will cover all areas/categories of spend, giving you great variety day-to-day, and will entail direct awards and mini competitions through frameworks, as well as full open market tender processes, depending on the circumstances. You will strive to deliver value for money for the organisation and ensure that risk is managed throughout the supply chain. You will devise the organisation's procurement strategy and will communicate this to a variety of stakeholder groups, including Finance, IT, and Operations. As the Procurement Manager, you will be the organisation's main point of contact for any procurement queries, and you will also develop and manage the organisation's contract register to ensure strong commercial outcomes.

What you'll need to succeed
- Demonstrable experience working in a public-sector or non-profit sector procurement role, with an extensive knowledge of the Procurement Act 2023 (PA23)
- Experience of leading tender processes from cradle-to-grave / end-to-end without supervision
- Ability to choose the best procurement route to market which delivers the best value for money and commercial outcomes, whether it's through frameworks or open market tenders
- Experience of devising and implementing procurement strategies
- CIPS Level 4 qualified as a minimum
- Strong stakeholder engagement and communication skills
- Supplier relationship management and contract management skills

Desired Skills and Experience
You must bring an extensive background within public sector procurement and have experience of independently running tender processes end to end under PA23. You must also be CIPS Level 4 qualified as a minimum.
